About The Position

Zepf Center has been serving the Lucas County community for nearly 50 years, providing comprehensive behavioral health and substance use disorder services. We are seeking a full-time Director of Human Resources to lead and manage the HR department. This role is crucial in developing, coordinating, and overseeing various HR functions including benefit administration, performance management, labor relations, government compliance, workers’ compensation, leave management, and supervision of recruitment and onboarding. Zepf Center is a trauma-informed agency committed to providing a supportive environment for both patients and staff.

Requirements

  • Bachelor’s degree in human resource management or related field (Master’s preferred).
  • Minimum 5 years of progressively responsible HR and labor experience.
  • Experience in both union and management environments.
  • Proficiency in Microsoft Office and HRIS.
  • Valid driver's license and eligibility for coverage by the agency's commercial insurance carrier if driving company vehicles.
  • Proof of insurance if driving personal vehicles for business.

Nice To Haves

  • PHR or SHRM-C, SHRM-CP certification preferred.

Responsibilities

  • Designs and updates the agency’s compensation programs to meet current and future needs, making recommendations to the CEO and CFO.
  • Develops and maintains appropriate policies and programs for effective human capital management and analyzes their effectiveness.
  • Structures and develops the HR team to maximize organizational benefit and build team capabilities.
  • Oversees the HR/Benefits department, directing recruitment, retention, performance management, compensation & benefits, and on-boarding initiatives.
  • Directs the administration of collective bargaining agreements and the labor relations program, advising CEO/Executive Staff and supervisors on personnel/labor relations issues.
  • Responsible for labor contract negotiations, monitoring compliance with labor agreements, counseling management on labor issues, and coordinating the grievance process.
  • Investigates employee misconduct claims or violations of collective bargaining agreements and Zepf Center’s policies and procedures.
  • Identifies legal requirements and government reporting regulations affecting Human Resources, including EEO, ERISA, FLSA, OSHA.
  • Establishes and maintains department records and reports, recommending improvements in efficiency.
  • Plans and directs the overall design, implementation, communication, and administration of the agency’s health and welfare benefits programs.
  • Understands the job duties of each employee and position within the department.
  • Engages employees with sanctuary influence while enforcing a safe and professional workplace.
  • Abides by the Equal Employment Act to develop, train, and assist each employee.
  • Furthers own knowledge, skills, and abilities to support staff and Zepf Center’s strategic vision.
  • Exhibits a leadership role within the department: holding employees accountable, critiquing and praising staff, assigning duties and expectations, and enhancing staff’s knowledge, skills, and abilities.
  • Observes agency’s policy and CBA by appropriately establishing disciplinary actions and timekeeping.
  • Completes evaluations that represent goals and discipline competencies.
  • Comprehends department budgets and fiscal processes, ensuring fiscal recommendations align with Zepf Center’s strategic vision.
