About The Position

The Director of HR Compliance & Workforce Governance serves as the enterprise leader responsible for the design, implementation, and oversight of ARH’s HR regulatory compliance and workforce governance framework. This role establishes and leads a recurring system-wide HR compliance audit program; identifies regulatory and operational vulnerabilities; develops corrective action strategies; and partners with System HR leadership to ensure remediation and sustained compliance across all ARH facilities. The Director oversees enterprise leave management compliance, workers’ compensation governance, HR systems integrity, and policy lifecycle management while serving as the primary HR liaison to Legal and Enterprise Compliance for employment-related regulatory matters.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field required
  • Minimum 5 years progressive HR experience
  • Significant experience in employment law, regulatory compliance, and healthcare workforce operations
  • Demonstrated experience designing or leading compliance audit programs
  • Advanced knowledge of federal and state employment laws (FMLA, ADA, wage and hour, OSHA employment standards, I-9 compliance)
  • Strong knowledge of healthcare regulatory environments (DNV/CMS workforce standards preferred)
  • Ability to design and implement enterprise audit frameworks and scoring methodologies
  • Strong analytical and investigative skills
  • Executive-level written and verbal communication skills
  • Ability to lead remediation initiatives without direct supervisory authority over field HR
  • Strong collaboration skills across multidisciplinary teams
  • High level of discretion and professional judgment
  • Ability to manage multiple priorities and travel frequently across the ARH service region

Responsibilities

  • Designs and leads ARH’s recurring HR compliance audit program, including framework development, audit tools, reporting methodology, and corrective action tracking
  • Conducts quarterly rotating site audits aligned with DNV mock survey preparation and workforce compliance readiness
  • Performs ad hoc compliance reviews based on identified risk indicators, performance trends, or regulatory exposure
  • Identifies systemic noncompliance and escalates findings to the VP of HR/CPO and System Director of Employee & Labor Relations
  • Develops remediation plans and leads implementation efforts in partnership with facility HR leadership
  • Recommends re-education initiatives and accountability measures as appropriate
  • Ensures compliance with federal and state employment laws across all ARH facilities
  • Partners with Legal and Enterprise Compliance in response to DOL audits, EEOC charges, OSHA inspections, and regulatory inquiries; serves as HR liaison and documentation coordinator
  • Monitors regulatory updates and collaborates on policy revisions to ensure ongoing compliance
  • Oversees enterprise leave management and ADA accommodation compliance processes
  • Oversees HR components of the workers’ compensation program, including reporting accuracy, timeliness, and documentation standards
  • Supervises Leave Management Specialist and Workers’ Compensation/Safety personnel
  • Ensures consistent documentation and regulatory alignment across facilities
  • Partners with HRIS to audit workforce data integrity, status coding, onboarding workflows, and termination documentation
  • Oversees I-9 compliance systems and retention standards
  • Audits personnel file completeness and documentation accuracy
  • Coordinates credential monitoring and exclusion review processes in collaboration with ProviderTrust and related vendors
  • Identifies system control gaps and recommends process enhancements
  • Leads HR policy lifecycle governance including regulatory review, revision recommendations, standardization, and enterprise rollout
  • Ensures alignment between policy language, operational practice, and audit standards
