About The Position

For the past 20 years, Partners Southeast (Partners) has sought to use affordable housing as a vehicle to make a measurable impact in Education, Economic Opportunities, and Health & Wellness in communities throughout the Southeast. As the development arm of the East Baton Rouge Parish Housing Authority, Partners creates impactful economic opportunities by making strategic investments in Housing, People, and Neighborhoods. Partners is a growing organization with a development portfolio that includes approximately 1,000 units in various stages of development. Job Summary The Director of Housing is a strategic and operational leader responsible for overseeing the asset management of the organization’s affordable housing portfolio, with a primary focus on Low-Income Housing Tax Credit (LIHTC) properties. In addition to ensuring the financial health, compliance, and sustainability of the housing portfolio, this role leads efforts to use housing as a vehicle for measurable impacts in education, economic opportunities, and health and wellness within the communities we serve. The Director will champion world-class service delivery while promoting self-sufficiency, neighborhood revitalization, and strategic investments in people, neighborhoods, and housing. The Director of Housing will also focus on creating vibrant, diverse communities that seamlessly mix market-rate and affordable units, fostering an environment of inclusion, opportunity, and growth for all residents.

Requirements

  • Bachelor’s degree in real estate, finance, business administration, or a related field
  • Minimum of 7–10 years of experience in affordable housing asset management, including direct experience with LIHTC properties.
  • Comprehensive knowledge of LIHTC compliance, HUD programs, and affordable housing regulations.
  • Strong financial acumen, with experience in budgeting, financial modeling, and investor reporting.
  • Exceptional problem-solving, analytical, and organizational skills.
  • Proven ability to manage multiple priorities, meet deadlines, and communicate effectively with diverse stakeholders.
  • Leadership experience with a track record of building and managing high-performing teams.
  • Passion for community development and experience in integrating housing with social impact initiatives.

Responsibilities

  • Develop and implement asset management strategies to optimize the performance of the LIHTC portfolio, ensuring properties meet or exceed financial, operational, and compliance goals.
  • Conduct ongoing financial analysis, including budget preparation, cash flow management, and variance reporting for the housing portfolio.
  • Monitor property-level performance and address operational challenges to maximize returns and maintain affordability standards.
  • Analyze capital needs and develop capital improvement plans to maintain and enhance property value.
  • Design and implement strategies that use housing as a platform to drive measurable improvements in education, economic opportunities, and health and wellness within communities.
  • Partner with local organizations, service providers, and stakeholders to offer programs and resources that promote resident self-sufficiency and neighborhood revitalization.
  • Ensure the delivery of world-class service to residents, fostering a culture of care, responsiveness, and community engagement.
  • Focus on strategic investments in people, neighborhoods, and housing to create vibrant, diverse communities that integrate market-rate and affordable units seamlessly.
  • Ensure compliance with LIHTC program requirements, including tenant income certifications, rent restrictions, and reporting obligations.
  • Coordinate with third-party property management firms to maintain regulatory compliance and uphold resident satisfaction.
  • Conduct periodic site visits to assess physical conditions and operational performance.
  • Mitigate risks by proactively identifying issues and implementing corrective action plans.
  • Serve as the primary liaison with investors, lenders, regulatory agencies, and other stakeholders to maintain strong relationships and ensure reporting accuracy.
  • Collaborate with development teams to transition new projects from development to stabilized operations, ensuring smooth handoffs.
  • Partner with finance and accounting teams to prepare investor reports, compliance audits, and tax credit delivery updates.
  • Support the acquisition and/or refinancing of properties to strengthen the portfolio’s financial performance and sustainability.
  • Contribute to the development of long-term housing strategies aligned with the organization’s mission and goals.
  • Evaluate market trends and explore opportunities to enhance portfolio value and expand affordable housing offerings.
  • Lead, mentor, and develop the housing and asset management team to build capacity and expertise within the department.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Represent the organization at industry events and advocate for affordable housing initiatives.
