About The Position

Intermountain Centers is a large statewide behavioral health and integrated care organization in Arizona, seeking career-minded individuals for opportunities within their adult and child service continuum. The Director of Foster Care will provide clinical and administrative oversight for all foster and kinship care programs in an assigned region, offering leadership and supervision to program staff. This role involves strategic planning, staff supervision, compliance monitoring, and collaboration with stakeholders to enhance the well-being of children and families in the foster care system. The position requires full-time onsite work.

Requirements

  • Master's degree in a field related to Behavioral Health or Child Welfare.
  • Three years of management experience.
  • Five years of overall experience in Behavioral Health, Child Welfare, or Foster Care.
  • Management experience can include providing clinical supervision in a behavioral health or medical setting.
  • A minimum of an Associate's level license.
  • BH Level: BHP

Responsibilities

  • Provide clinical and administrative oversight of all foster and kinship care programs in the assigned region.
  • Provide leadership and supervision to foster care program staff.
  • Direct the daily operations of foster and kinship care programs.
  • Develop, implement, and monitor operational processes for efficiency and effectiveness in collaboration with State Foster Care Leadership.
  • Monitor performance metrics, service outcomes, and compliance indicators, adjusting operational processes as needed.
  • Oversee Recruitment and Licensing activities and work with the FC Compliance Manager.
  • Serve as a central point of contact for program services and promote positive public relations.
  • Provide clinical and administrative support to staff and assist with required clinical supervision.
  • Support Foster Care and Kinship Supervisors.
  • Manage hiring, development, retention, evaluation, discipline, and discharge of program staff.
  • Ensure accurate reporting of Program Deliverables with the QM Department.
  • Ensure adherence to contractual obligations and communicate updates to staff and State Leadership.
  • Support on-call rotation.
  • Ensure services align with state licensing requirements, contractual obligations, and organizational standards in collaboration with the FC Compliance Manager and VP of Clinical Operations.
  • Oversee monitoring of the safety and welfare of children in foster care homes.
  • Manage complaints, including resolution and follow-up, in collaboration with the leadership team.
  • Engage with foster parents as needed.
  • Develop and maintain professional relationships with families and staff, and act as a liaison to external stakeholders.
  • Participate in Management team meetings, conferences, and other agency-related activities.
  • Conduct regular all-staff meetings for program staff.
  • Ensure clear and effective communication with Administrative Departments (HR, Training, IT, IS, Finance, Compliance and Clinical Integration) in daily operations.
  • Participate in annual budget preparation with Executive Leadership and ensure program adherence to budget parameters.
  • Follow agency purchasing and accounting procedures.
  • Maintain an approved schedule and acceptable level of attendance.
  • Perform other duties as assigned or necessary.
  • Assist in designated staff performance evaluations and discipline.
