About The Position

The Director of Forward Planning is responsible for leading the entitlement process of new Division communities, ensuring that they are delivered on budget and within schedule. This role involves overseeing all aspects of zoning/re-zoning, preliminary plat, receipt of vested development rights, and recordation of the final subdivision plat. The Director will also collaborate with the Division Land Development team to coordinate technical approvals, manage due diligence, and ensure smooth project execution.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, or a related field.
  • Minimum of 5 years of experience in Forward Planning and Entitlements, ideally within a production homebuilding or master developer environment.
  • Proficiency in Microsoft Office applications, particularly advanced Excel skills.
  • Strong familiarity with reading and understanding civil engineering plans.
  • Excellent communication, negotiation, and problem-solving skills.
  • Strong ability to manage and lead cross-functional teams and stakeholders.

Nice To Haves

  • Previous experience with a production homebuilder or master developer.
  • In-depth knowledge of zoning, permitting processes, and land entitlement procedures.
  • Familiarity with local, state, and federal development regulations.

Responsibilities

  • Assist with development-related due diligence for potential land acquisitions, including preparing budgets, schedules, and reviewing construction drawings.
  • Conduct value engineering on plans during the due diligence phase and throughout the project lifecycle.
  • Lead the zoning process, both internally and in collaboration with sellers.
  • Negotiate zoning and permitting with municipalities to ensure projects are compliant and approved.
  • Attend zoning and planning meetings to advocate for community interests and secure project approvals.
  • Provide detailed cost analysis and schedules for projects.
  • Collaborate with land acquisition teams on Land Committee business plans, including budgets, proposed schedules, and write-ups.
  • Assess development risks and propose strategies to mitigate them.
  • Manage the due diligence process on prospective land projects to ensure timely and efficient evaluation.
  • Manage land disturbance permits and oversee engineering design processes.
  • Work with local, state, and federal jurisdictions to obtain all necessary permits for development.
  • Oversee the Neighborhood Tracker to ensure that all departments are on schedule to open new neighborhoods on time.
  • Coordinate with consultants, governmental agencies, and other stakeholders to ensure projects are delivered on time and within budget.
  • Negotiate with consultants and trade partners to achieve the most economical and efficient outcomes.
  • Present community development information to internal teams and external groups.
  • Serve as a key point of contact for stakeholders involved in the development process.
  • Approve takedowns for lots to be purchased.
  • Develop and implement systems and processes that will improve operational quality and efficiency within the department.
