About The Position

Reporting to the Chief Executive Officer (CEO), the Director of Finance is responsible for the strategic leadership and day-to-day oversight of the Finance and Medical Billing departments. This position oversees all financial operations, including accounting, budgeting, financial reporting, cash management, compliance, and revenue cycle activities. The Director of Finance partners with organizational leadership to ensure sound financial stewardship, maximize revenue collection, and support the organization's mission through effective financial planning and analysis.

Requirements

  • Bachelor’s degree in accounting, or Business with an emphasis in accounting
  • 5+ years of accounting experience

  • Clear and concise communication skills

Responsibilities

  • Supervise accounting and medical billing personnel
  • Follow and ensure compliance with all relevant Generally Accepted Accounting Policies (GAAP) and other technical accounting updates and interpretations
  • Maintain a documented system of accounting policies and procedures
  • Oversight of the accounting department, including the design and implementation of processes adequate for achieving the company’s financial goals and objectives
  • Develop, implement, and maintain comprehensive accounting and billing systems for the agency, including all current and future programs.
  • Develop a reliable cash flow projection process and reporting mechanism which includes minimum cash threshold to meet the operating needs of the agency
  • Supervise accounting and medical billing personnel, including hiring, firing, staff development, and staff support
  • Manage the development of the annual budget with the Executive team for approval by the CEO and Board of Trustees
  • Supervise the maintenance and/or preparation of all cash books, ledgers, and general journals
  • Supervise accounts payables and accounts receivable records
  • Oversee the preparation of monthly bank reconciliations
  • Identify account classification for general ledger entries
  • Prepare audit schedules, financial statements, and footnotes for the year-end financial statement audit
  • Provide support to auditors during the annual audit
  • Prepare schedules as needed for the annual financial audit and preparation of Form 990
  • Prepare Board of Trustees and Finance committee reports as needed
  • Develop strategic plans and provide oversight of the Medical Billing team and ensure that goals and objectives of the team are properly defined and clearly established
  • Track important Key Performance Indicators (KPI’s) to monitor operational efficiency in accordance with industry best practices.
  • Work with Texas Health and Human Services (HHS) to accurately manage contract reporting
  • Complete annual Mental Health, Early Childhood Intervention, and Individuals with Developmental Disabilities (MEI) cost report
  • Ensure timely quarterly and annual Early Childhood Intervention (ECI) financial reports
  • Coordinate the provision of information to state auditors for periodic audits
  • Work with the program management staff to prepare annual ECI budget
  • Prepare monthly Early Childhood Intervention (ECI) state voucher
  • Maintain local, state, and federal financial records
