About The Position

The Maryland Department of Labor is currently accepting applications for a Director of Finance position within the Division of Occupational and Professional Licensing. This role is responsible for directing and coordinating the fiscal activities, including accounting, budgeting, and auditing, for the division and its 25 regulatory programs. The position assists in developing, planning, and managing an indirect cost allocation plan for the Division and provides guidance to the Office of the Commissioner on all budgetary items. This is a Management Services position that serves at the pleasure of the appointing authority.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, or other financially-related field.
  • 1 year of experience managing a government program or other organizational program.
  • 1 year of experience developing, implementing, and evaluating policies, plans, and programs, including accounting, budgeting, and auditing experience.
  • 2 years of direct supervisory experience.

Responsibilities

  • Coordinates and directs the daily administrative, fiscal, procurement, and auditing functions of the fiscal unit, to include budget and fiscal management, special fund analysis, revenue and expenditure projections.
  • Leads budget initiatives on behalf of the Commissioner’s Office.
  • Interacts with the Office of Administration and the Secretary’s Office regarding budget development and amendments.
  • Directs the preparation of the division’s 24 individual budgets and is the approving official within the division for all purchases and expenditures during the fiscal year.
  • Monitors monthly expenditures activity for accuracy regarding types of expenditure and funding sources.
  • Prepares financial management projections, encumbrances, and other relevant factors.
  • Reviews legislative audit reports and reports by outside auditors, develops audit responses, and implements corrective action plans.
  • Supervises finance employees within the division.
