About The Position

The SC Rural Infrastructure Authority (RIA) assists communities with financing for the construction of qualified public water, wastewater and storm water drainage facilities. The RIA manages state and federally funded grant programs, as well as two federally capitalized revolving loan programs for governmental entities and water and sewer utilities statewide. The current loan portfolio exceeds $1 billion, and the Agency is currently administering state grant funds as well as $1.4 billion in American Rescue Plan Act ARPA) funding. Job Purpose: The Director of Finance and Administration serves as a member of the Executive Staff, reporting directly to the Agency Director, and contributing to management decision-making as well as strategic planning for the Agency. Additionally, this position works with members of the Executive Staff to implement the Agency’s mission and maintain operational accountability. This role is responsible for development and oversight of the financial, accounting, budgeting and administrative systems for the Agency.

Requirements

• Bachelor's degree and relevant program management experience.

• Seven (7) years of related professional experience in finance, accounting, or auditing.
• Certified Public Accountant credentials
• Management experience in public finance, budgeting, and accounting.
• An advanced degree may substitute for two (2) years of experience.

Responsibilities

• Under limited supervision of the Executive Director, directs the finance, budgeting, accounting and administrative operations of the Agency.
• Participates in strategic planning and accountability for carrying out the Agency’s mission.
• Coordinates the administrative Shared Services with the SC Department of Commerce.
• Directs financial and accounting functions of the Agency to include deposits, accounts payable, and accounts receivable and revenues.
• Manages cash and all sources of funds to ensure proper uses and balances.
• Maintains accurate and concise records that are consistent with the Comptroller General ‘s Office, State Treasurer’s Office, and the SC Enterprise Information System (SCEIS).
• Responsible for statewide reporting and monitoring of the Agency budget.
• Provides monthly reports of budgetary activities.
• Coordinates audit reviews of Agency programs.
• Directs and manages the Agency’s budget process in manner consistent with Agency goals.
• Ensure timely submission of budget requests with appropriate justification.
• Reviews provisos for codification or changes, as appropriate.
• Work with the State Budget Office and legislative staff as appropriate, including representation at legislative committee meetings and budget discussions.
• Works with other Agency staff to prepare Accountability Report and submit it accurately and on time.
• Directs the procurement of all goods and services as needed and in compliance with State Procurement Code.
• Coordinates with Commerce and State Procurement as needed.
• Develops policies and procedures to govern purchases.
• Oversees the administrative functions of the Agency including operating policies and procedures as well as human resources coordination.
• Ensures the office operations are efficient and effective and responsive to staff and customer needs.
