About The Position

The Maryland Department of General Services (DGS) is seeking a talented and experienced Director to provide executive leadership and creative vision for the Office of Energy and Sustainability (OES). The Director will develop and oversee programs and activities to cost-effectively reduce energy consumption and greenhouse gas (GHG) emissions in compliance with certain state environmental laws, regulations, and policies. Major programs and initiatives include, but are not limited to: purchasing electric power; advancing and overseeing energy performance contracting and energy-reduction initiatives for all state agencies; increasing sustainable purchasing; and installing infrastructure for state fleet electric vehicles. The Director will identify and secure funding for programs while overseeing the office’s budget. The Director will provide leadership across State government, while also working collaboratively with staff and management from all state agencies to help achieve the State’s climate and energy management goals, including collaboration with other agencies and State climate initiative groups. This position may also be assigned the management of new programs and staff as programs develop in the future. The Office of Energy and Sustainability (OES) is responsible for the following functions: - Purchase electricity, including renewable power, for all State agencies. - Oversees the State’s Energy Performance Contracting program and manages the State Energy Database. - Chairs the Maryland Green Purchasing Committee. - Installs electric vehicle charging infrastructure for the State fleet. - Performs energy audits and develops decarbonization plans for State facilities.

Requirements

  • Demonstrated leadership experience managing comprehensive energy, sustainability, or climate mitigation initiatives within a large public-sector agency or complex organization.
  • Experience with setting strategy, managing program budgets, leading staff, and evaluating operations to meet statutory emissions and energy-reduction goals.
  • Professional experience in utility management, energy contract negotiation, or power purchasing—specifically overseeing large-scale electric power acquisitions and driving transactions toward renewable/clean energy standards (e.g., transitioning portfolios to 100% clean power).
  • Experience collaborating with high-level external stakeholders, legislative bodies, state agencies, or governing councils (such as Green Building Councils or Green Purchasing Committees) to draft executive orders, legislative impact analyses, or cross-governmental sustainability policies.
  • Minimum one year of experience purchasing energy for large commercial operations.
  • Minimum five years of experience managing sustainability programs in a large organization.
  • Minimum five years of experience managing staff in the government sector.
  • Ability to communicate effectively with and present to executives, staff, a variety of customers, and vendor representatives.
  • A working understanding of Maryland’s climate laws and goals.
