About The Position

The Director of Data & Research will champion innovative approaches to using data, information, and technology to drive improvements in the health and well-being of the Trenton community and across New Jersey. The Director is responsible for envisioning and executing an analytics strategy that empowers internal staff and external partners with actionable insights to support decision-making, program evaluation, and systems change. They will lead the design and delivery of THT’s analytics products, ensuring they align with organizational priorities and community needs. The Director will play a pivotal role in the growth and expansion of THT’s Data Initiatives, developing and deploying a business plan that will result in significant growth over the next five years.

Requirements

  • 10+ years of data analysis / data science experience, ideally with research related to population health, health policy, or community development, and demonstrated professional experience in working with data relating to one or more of public health, epidemiology, health claims, Medicaid and health insurance
  • Bachelor’s degree in a related discipline
  • Demonstrated experience in multivariate quantitative and qualitative data analysis, including descriptive, inferential, and predictive statistics
  • Strong project management skills, with the ability to ensure timely deliverables for multiple projects with competing deadlines
  • Prior experience providing supervision/leading a team

Nice To Haves

  • Master’s or Doctoral degree in a related field
  • Prior experience working in a non-profit, community-based organization, preferably in the greater Trenton area
  • Demonstrated experience leading program mixed-methods program evaluation and outcomes measurement strategies
  • Demonstrated ability to work with senior leaders and peers to translate findings into recommendations.
  • Prior experience manipulating, processing and extracting value from large and messy datasets, with an emphasis on electronic health record and medical claims data
  • Strong data-driven storytelling skills, including the ability to communicate technical concepts to a non-technical audience
  • Demonstrated experience utilizing Agile-like project management approaches
  • Demonstrated business development experience resulting in increased revenue for data-focused projects

Responsibilities

  • Envision, plan, and lead analytical initiatives that affect all aspects of THT’s operations, programs, and community engagement.
  • Develop and implement business plans leading to increased fee-for-service revenue for THT data services
  • Establish and maintain relationships with all partners, vendors, and customers to support innovative data initiatives that address community health priorities
  • Develop detailed funding proposals for contracted and grant funded work, in collaboration with internal and external partners
  • Track key performance indicators toward business objectives and communicate progress to the Senior Leadership Team on a regular basis
  • Set and manage departmental budget of more than $700,000
  • Identify and champion new and emerging technologies and methodologies including AI and develop strategies to deploy them to improve community health and well-being
  • Leverage, expand, and enhance THT’s current Health Information Exchange capabilities and resources to support our community's population health improvement strategies, including the development of a community information exchange
  • Support the development and maintenance of THT’s strategic plan through analysis of community-level indicators and evaluation of project/portfolio performance.
  • Oversee operation of the Trenton Health Information Exchange (THIE) – a regional data integration platform that coordinates treatment and population health across more than 2,000 professionals and 5 million patient records – including partner engagement, development of new use cases, and maintenance of regulatory requirements
  • Oversee operation of Data Team, including support for internal projects and for external clients and partners in areas of data analysis, data visualization, and program evaluation
  • Maintain a robust set up of data tools and processes to enable THT to be successful including software for case management, CRM, data visualization, and data analysis tools
  • Establish and maintain an internal evaluation plan to capture metrics related to process and impact measures across all activities in collaboration with program teams; Communicate the results regularly to Senior Leadership and Directors utilizing dashboards and reports
  • Provide support to Project Leads and Project Supervisors across the organization to ensure each project has access to the data resources they need
  • Plan, develop, and present research and analysis in written reports and presentations that are easily understood by diverse audiences, including residents, funders, and policymakers.
  • Provide oversight and support of THT’s Data Initiatives Team (4 total FTEs) with two direct reports
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws including interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
  • Foster a culture of technical excellence, continuous learning, and community-centered innovation.
  • Provide technical guidance and career development support to team members to ensure a high-performing technical team.
  • Assume all other duties and responsibilities as assigned by the Chief Program Officer including attendance at team meetings, compliance activities, and external representation.
