About The Position

RELYANT Global is seeking an experienced Director of Contracts & Risk Management to lead federal contracts, compliance, risk management, and strategic initiatives. This senior leadership role requires both executive-level decision-making and hands-on execution across the full contract lifecycle, including contract administration, negotiations, subcontract management, compliance, cybersecurity obligations, and risk mitigation. Working closely with executive leadership and cross-functional teams, the Director serves as the company's principal contractual authority, supports enterprise growth and operational excellence, and holds delegated signature authority for designated contractual actions.

Requirements

  • Minimum 10 years of progressive federal contracts experience managing prime contracts and subcontracts throughout the full contract lifecycle.
  • Bachelor's degree preferred; equivalent combination of education and relevant experience may be considered.
  • Strong knowledge of the Federal Acquisition Regulation (FAR), federal procurement regulations, and contract administration from pre-award through closeout.
  • Demonstrated experience negotiating complex federal contracts and commercial agreements, drafting contractual correspondence, claims, and related documentation.
  • Experience managing complex contract portfolios and supporting active federal programs.
  • Ability to advise executive leadership and collaborate effectively with Legal, Operations, Finance, Procurement, Security, Cybersecurity, and Information Technology.
  • Working knowledge of Cybersecurity Maturity Model Certification (CMMC), Controlled Unclassified Information (CUI), federal cybersecurity requirements, and subcontract flowdown requirements.
  • Strong analytical, negotiation, organizational, communication, and risk management skills with the ability to manage multiple priorities and deadlines.
  • Ability to obtain and maintain a U.S. Government Top Secret security clearance and travel up to 20%.

Nice To Haves

  • Professional certifications such as CPCM, CFCM, CCCM, PMP, or comparable credentials in contracts, procurement, compliance, cybersecurity, governance, legal, or risk management are a plus.
  • Experience supporting U.S. Government agencies such as the Department of Defense, Department of State, FEMA, GSA, DHS, USACE, NAVFAC, Air Force, or similar agencies is preferred.
  • Experience with IDIQ, task order, cost-reimbursement, fixed-price, and time-and-materials contracts, overseas performance, classified contracts, CUI environments, or complex subcontracting structures is preferred.
  • Experience supporting global logistics, construction, contingency operations, facility support, environmental services, mission support, strategic partnerships, or acquisitions is desirable.

Responsibilities

  • Lead the negotiation, administration, and oversight of federal prime contracts, task orders, subcontracts, and related agreements throughout the full contract lifecycle-from solicitation and proposal support through award, performance, modifications, claims, closeout, and records retention.
  • Review solicitations, awards, modifications, and customer direction to identify contractual requirements, risks, compliance obligations, and operational impacts while ensuring alignment with proposal commitments.
  • Lead post-award implementation, assign contractual obligations, and advise project teams on contract interpretation, changes, performance issues, and preservation of contractual rights.
  • Negotiate and administer subcontracts and partner agreements while managing relationships with subcontractors, suppliers, consultants, and strategic partners.
  • Ensure compliant flowdowns, cybersecurity, security, quality, and contractual requirements while supporting Procurement through subcontract award, administration, disputes, and closeout.
  • Identify and mitigate contractual, financial, operational, regulatory, security, and cybersecurity risks.
  • Advise Executive Leadership on contract strategy, liability, funding, performance, and other contractual matters to protect company interests and support business growth.
  • Maintain contract management systems, records, compliance calendars, and reporting tools.
  • Monitor contractual deliverables, funding, reporting requirements, option dates, security obligations, and closeout activities while ensuring accurate documentation and accountability.
  • Prepare contractual correspondence, RFIs, REAs, claims, modifications, and dispute documentation.
  • Coordinate with legal counsel on contract interpretation, investigations, disputes, litigation support, and claims resolution.
  • Serve as the contractual liaison with Finance to ensure accurate contract setup, funding, billing, revenue recognition, and financial compliance.
  • Review CLIN structures, periods of performance, funding actions, and contractual financial requirements.
  • Maintain contract templates, clause libraries, policies, and procedures while ensuring compliance with FAR, DFARS, DOSAR, SBA, and other federal requirements.
  • Administer the Small Business Program, including subcontracting plans, eSRS reporting, supplier diversity, mentor-protégé activities, and audit support.
  • Support CMMC and federal cybersecurity compliance by managing contractual requirements for CUI, FCI, safeguarding, incident reporting, subcontractor flowdowns, and classified contracts.
  • Coordinate with Cybersecurity, IT, Security, Procurement, Legal, and the Facility Security Officer to support audits, assessments, and security compliance.
  • Lead contractual support for strategic initiatives, partnerships, acquisitions, organizational changes, and new business opportunities.
  • Develop governance documents, agreements, policies, implementation plans, and enterprise risk controls while collaborating with executive leadership and subject matter experts.
