About The Position

The Director of Contracts and Procurement is responsible for the strategic leadership and management of the organization’s contracting and procurement functions. This role ensures the development and execution of effective policies, procedures, and sourcing strategies to optimize performance, mitigate risk, and ensure compliance with federal and commercial regulations. The Director will collaborate cross-functionally with senior leadership, legal, finance, and operations to align procurement initiatives with organizational goals. This role also oversees vendor relationship management, leads high-value negotiations, champions digital solutions, and mentors a high-performing team to ensure best-in-class contract and procurement practices. This position must demonstrate exceptional organization and provide prompt, consistent follow-up with internal and external stakeholders.

Requirements

  • Bachelor's degree in business, supply chain management, or a related field
  • Minimum of 10 years of experience in contracts and procurement management, with at least 5 years in a senior leadership role
  • Demonstrated proficiency of the Federal Acquisition Regulation (FAR) and federal contracting
  • Deep understanding of procurement processes, contract law, and supplier management
  • Strong analytical, negotiation, and problem-solving skills
  • Excellent communication and interpersonal skills
  • Meticulous attention to detail to ensure accuracy in contracts and adherence to policies
  • Familiarity with procurement software and enterprise resource planning systems
  • Ability to work independently and show a high level of initiative and attention to detail.
  • Consistent character and do not yield to pressure to compromise or cut corners.
  • Strong ability to communicate effectively with superiors, colleagues, and customers by clearly expressing your intent and understanding the focus and purpose of the conversation while allowing each person to get their point across.

Responsibilities

  • Develop and implement long-term strategies for contract management and procurement to align with organizational objectives.
  • Establish and enforce policies, procedures, and standards for contract and procurement activities.
  • Provide oversight and direction for all contracts and procurement activities, ensuring consistency and regulatory compliance across the organization.
  • Champion the adoption and optimization of digital procurement and contract lifecycle management tools.
  • Develop, monitor, and report on key performance indicators (KPIs) to evaluate and improve performance.
  • Draft, review, negotiate, and finalize contracts to ensure they meet legal, regulatory, and organizational requirements.
  • Ensure contracts are structured to minimize risk and maximize strategic and financial outcomes for the organization.
  • Monitor contract performance, including deliverables, timelines, and budget compliance.
  • Resolve disputes, enforce contract terms, and manage amendments and renewals as needed.
  • Ensure compliant and accurate use of contract-related systems, including myCOI and Deltek Costpoint.
  • Establish and maintain positive, strategic relationships with key suppliers and partners.
  • Conduct regular supplier evaluations to ensure capability, reliability, and compliance with service standards.
  • Collaborate with suppliers to address issues, improve performance, and drive innovation.
  • Support supplier diversity and sustainability initiatives, where applicable.
  • Identify risks associated with contracts, vendors, and procurement activities; implement mitigation strategies.
  • Conduct regular risk assessments and scenario planning to proactively address vulnerabilities in the supply chain.
  • Ensure compliance with all applicable laws, regulations, and internal policies governing procurement and contracts.
  • Stay informed of industry trends, legal developments, and regulatory updates.
  • Oversee the departmental budget, ensuring efficient and responsible use of financial resources.
  • Conduct spend analysis and implement cost-saving initiatives to enhance procurement value.
  • Align procurement planning with corporate financial goals and performance expectations.
  • Collaborate with senior leadership, legal, finance, operations, and project teams to ensure contract and procurement strategies align with business needs.
  • Engage with internal departments to assess and fulfill procurement needs in a timely and cost-effective manner.
  • Provide clear, consistent communication on procurement activities, contract statuses, and departmental performance.
  • Champion consistent use of all approved contracts and procurement policies, SOPs, work instructions, forms, and documentation required by ISO standards.
  • Identify process and documentation improvements and collaborate with Quality to implement updates.
  • Lead, mentor, and develop a high-performing contracts and procurement team.
  • Provide training and guidance on procurement processes, contracting standards, and best practices.
  • Support professional development goals and foster a collaborative, inclusive team culture.
  • Identify and develop future leaders within the department to support succession planning.
  • Ensure all contract and procurement activities are conducted in accordance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable federal, state, and agency-specific regulations.
  • Oversee the preparation and administration of prime and subcontract agreements in compliance with federal acquisition policies and organizational requirements.
  • Act as the subject matter expert on FAR and DFARS interpretation, guiding internal teams on procurement strategy and regulatory compliance.
  • Serve as the primary liaison with government contracting officers and auditors on all contract-related matters, including proposals, modifications, and closeouts.
  • Maintain a robust system of internal controls to ensure procurement integrity, contract file completeness, and audit readiness.
