Direct the overall Construction Program of CFX by managing all construction related activities for CFX.
Requirements
Extensive knowledge of highway and bridge construction methods, materials, and inspection practices.
Strong understanding of public sector construction contracting, including design‑bid‑build and alternative delivery methods.
Demonstrated ability to manage large, complex capital programs with multiple concurrent projects.
Working experience understanding the legal requirements associated with contract law.
Proficiency with construction management systems, scheduling tools, and project controls.
Experience working with regulatory agencies, utility providers, and local governments.
Skills in contract negotiations and dispute resolution.
Early identification of disputes and address appropriately.

Proficiency in Excel, Word, PowerPoint, Primavera scheduling and Bluebeam (or similar computing tools).
Up-to-date knowledge of regulations and programs concerning transportation construction and stays abreast of state-of-the-art practices and procedures for construction and the development of transportation programs, strategies, and innovative trends in construction services.
Bachelor’s degree in Civil Engineering, Building Science or a closely related field.
Fifteen (15) years of experience delivering major heavy construction, expressway, toll road, or limited‑access highway projects.
Experience working for or with a state transportation agency, toll authority, or public infrastructure owner.
Experience should include at least ten (10) years of major bridge and/or roadway construction.
Must be a licensed Professional Engineer in Florida.
FDOT Advanced Maintenance of Traffic (MOT).
Quality Control Manager certified by Construction Training Quality Program (CTQP).
Valid Florida Driver’s License and proof of car insurance required.
Responsibilities
Direct and manage CFX’s Construction Program, including new roadway construction, corridor widenings, interchange improvements, bridge structures, facilities, extensive Intelligent Transportation Systems (ITS) and associated infrastructure.
Responsible for monitoring and delivering CFX construction projects safely, on schedule, within budget and in compliance with contract plans, specifications, applicable laws, codes, rules and regulations.
Manage contractor performance, claims, change orders, time extensions, Owner Direct Purchases and dispute resolution in coordination with CFX Engineering, Legal and Procurement.
Lead and mentor CFX Construction Department employees.
Promote a strong culture of safety, customer first focus, quality, accountability, and continuous improvement across all construction activities.
Oversee the coordination and supervision of the Construction Management Consultant (CMC), Construction Engineering and Inspection (CEI) consultants, and miscellaneous continuing services consultants in support of the CFX Construction Program.
Review and ensure the accuracy of construction contract related expenditures prior to distribution of funds.
Lead efforts to maintain, revise and create specifications, special provisions, pay item notes, responses to bid questions, establish project durations and milestones.
Monitor project schedules and cash flow, providing accurate forecasts, risk assessments, and status reports to executive leadership and the CFX Board as required.
Assist in the development and implementation of best practices, standard operating procedures, and performance metrics for construction delivery.
Obtain and maintain knowledge of leading trends in progressive project delivery.
Address assignment of risk associated with project elements and influences.
Work collaboratively with other CFX departments to advance CFX’s capital program.
