About The Position

The role of Director of Construction and Materials manages the Authority's Construction; Major Equipment pillars and the Building Maintenance Services spend category that includes the Authority's Headquarters (HQ) building(s). This role oversees the end-to-end purchasing of high-value, critical assets and services for major projects, including construction contract execution support. This role focuses on strategic sourcing, contract negotiation, vendor performance, and ensuring that critical materials, capital equipment and construction contract services are executed on time and within budget as well as the HQ Transactional functions including Super Pro Card procurements.

Requirements

  • Minimum of five (5) to seven (7) years of experience in sourcing and negotiating contracts for major, capital equipment as well as construction services.
  • Highly collaborative team-oriented individual, who has proven ability to build relationships with technical and business resources.
  • Strong leadership skills with the proven ability to lead and execute strategic business initiatives and provide strategic planning.
  • Expert level knowledge of supply chain management concepts in procurement, receiving, supplier relationship management, and category management and ability to demonstrate mastery in several of these areas.
  • Expert level knowledge of social economics, accounting principles, the concept of total cost of ownership (TCO), cost management and process improvement, and ability to demonstrate mastery in several of these areas.
  • Expert level procurement experience with the proven ability to establish category management capabilities to drive compliance, performance, reduce cost, and reduce risk.
  • Strong analytical skills with the ability to identify, quantify and effectively solve business risks.
  • Expertise in Professional Services and Human Resources and/or Technology, including but not limited to, enterprise IT systems and architecture, database and server management, and contingent labor.
  • Bachelor’s degree in Business Management, Operations, or similar field.
  • Minimum 7 years of experience in a procurement organization
  • Minimum 3 years of experience managing employees / leading a team.
  • CPM/CPSM, CSCP or equivalent certification
  • Minimum 3 years’ experience in the Utilities industry

Responsibilities

  • Support of Category Management leadership to create value, drive continuous improvement, and report realized savings to NYPA by using strategic sourcing and category management best practices.
  • On an annual and ongoing basis, create, execute, and communicate the category management strategy for pertinent categories to leverage NYPA’s purchasing power, improve processes and systems and better manage usage to improve the overall value of purchases goods and services to the Authority and to align to internal business partners’ requirements.
  • Oversee the development and maintenance of strategies and initiatives for categories in coordination with category managers including market intelligence and demand planning.
  • Collaborate with leadership and key business stakeholders to develop the ongoing contract management plan for the respective categories along with Supplier Diversity Program to support diversity goals.
  • Develop and refine Category Playbooks for identifying and pursuing savings opportunities for pertinent categories.
  • Lead, direct, and manage the sourcing and category management activities within NYPA and Canal Corporation’s Supply Chain organization.
  • Reinforce the use of NYPA’s Ariba eSourcing tools and other procurement technology.
  • Develop, deepen, and maintain trusted and collaborative relationships with business partners and stakeholders to ensure SSM is seen as a valued partner and appropriately involved in business decisions. Work with business partners and internal partners to set and monitor improvement programs for suppliers in terms of quality, cost, and delivery.
