About The Position

The Director of Budget, Financial Reporting & Analysis works within the UAMS Controller’s Office, leading its professional reporting, planning and analysis functions. The Director is responsible for the design, creation, and production of monthly, quarterly, annual, and ad hoc financial reporting, including UAMS’ primary financial statements, University of Arkansas System Office reports, and reporting requirements of the State of Arkansas. The Director works closely with internal, external, and legislative auditors. The Director provides professional accounting consulting services to the organization and, therefore, must maintain current proficiency in generally accepted accounting principles and prudent business practices. This position is also responsible for leading the planning, development, coordination, and monitoring of the overall campus budget and resource allocation process to support the institution’s mission, strategic plans, and financial goals. This position is a collaborative partner to the various divisions of UAMS and will serve as the center of expertise for budget and financial planning. The Director of Financial Reporting, Planning & Analysis oversees the annual operating budget, biennial budget requests, capital budget process, and long-term financial planning for the entire campus. In addition, this position provides leadership for the development of institution-wide policies, processes, and initiatives to accomplish these goals.

Requirements

  • Bachelor's degree in business, accounting, finance, or related field plus six (6) years of experience in financial reporting and general ledger reporting, including five (5) years of supervisory/leadership experience required.
  • Knowledge of Arkansas Administrative Statewide Information System (AASIS).
  • Exceptional verbal and written communication skills are essential.
  • Expertise with various software programs (Excel, Word, PowerPoint, etc.) is required.
  • Flexibility and the ability to work in a fast-paced and high-pressure environment are required.
  • Persons must have proof of legal authority to work in the United States on the first day of employment.

Responsibilities

  • Leads the UAMS consolidated-level financial reporting and analysis function.
  • Responsible for the preparation, analysis, and review of key financial reports used as a basis for decision-making by senior UAMS, University System, and State of Arkansas leadership.
  • Performs and reviews advanced analyses of financial information and related research as needed by senior management.
  • Performs reconciliations, performs research, and prepares advanced-level entries into the UAMS accounting system.
  • Serves as the UAMS Liaison with the State of Arkansas on finance and accounting matters.
  • Functions as the liaison on financial and accounting matters between UAMS, the University of Arkansas System Office, and the State of Arkansas, to include overseeing the preparation of required reports, drawing State revenues, and interfacing with the State’s accounting system and staff responsible for consolidated reporting, which includes UAMS.
  • Oversees and directs the overall operations of the budget and financial planning department, which includes coordinating the overall campus budget planning and resource allocation process.
  • Provides oversight, analysis, and reporting related to the capital budget process, cash management/forecasting, financial forecast modality, and external budget reporting.
  • Leads the development of budget and financial planning policies, procedures, and processes.
  • Supervises financial reporting, planning, and analysis staff.
  • Responsible for hiring, leading, supervising, and reviewing the work of financial reporting, planning, and analysis staff, which includes degreed Accountants.
  • Works closely with internal, external, and legislative auditors to provide data, schedules, analyses, and explanations of financial activity.
  • Performs other assignments as needed by UAMS senior leadership.
