About The Position

The Frontier Culture Museum of Virginia seeks an experienced, collaborative, and forward-thinking Director of Budget and Finance to provide leadership for the Museum's financial operations, budgeting, financial planning, reporting, and internal controls. Reporting to the Executive Director, the Director of Budget and Finance serves as the Museum's principal financial advisor and is responsible for ensuring the sound stewardship of public resources while providing the financial analysis and information necessary for effective organizational decision-making. This position combines strong technical financial management with strategic financial planning. The Director will oversee accounting and financial operations; lead development, monitoring, and forecasting of the Museum's budgets; ensure compliance with Commonwealth of Virginia requirements; maintain strong internal controls; and provide timely, accurate, and understandable financial reports to the Executive Director and other appropriate stakeholders. A critical responsibility of this position is looking beyond current financial activity to help the Museum understand its future financial position. The successful candidate will develop reliable forecasts, identify emerging trends and risks, evaluate the financial implications of operational and strategic decisions, and help ensure the long-term sustainability of Museum programs and operations. Must be able to work effectively with employees throughout the organization, senior leadership, state officials, auditors, vendors, and other partners. The position requires someone who can combine attention to detail and regulatory compliance with sound judgment, problem-solving, responsiveness, and an organization-wide perspective.

Requirements

Knowledge of governmental budgeting and accounting; budget development and forecasting; financial reporting and analysis; internal controls; fiscal compliance; cash and expenditure management; and principles of responsible stewardship of public resources.
Skill in developing and managing budgets; financial modeling and forecasting; analyzing variances and trends; preparing accurate financial reports; establishing efficient financial processes; using spreadsheets and financial information systems; managing competing deadlines; and communicating financial information clearly.

Significant progressively responsible experience in budget management, governmental or public-sector finance, accounting, financial management, and/or financial analysis.
Demonstrated experience developing, monitoring, and managing complex organizational budgets.
Demonstrated ability to develop financial forecasts, projections, variance analyses, and management reports and translate that information into actionable recommendations.
Strong knowledge of accounting principles, internal controls, financial reporting, and fiscal management practices.
Experience operating in a regulated financial environment with established policies, procedures, reporting requirements, and deadlines.
Strong analytical and problem-solving skills, including the ability to identify financial trends, risks, discrepancies, and opportunities.
Demonstrated ability to manage multiple budgets, priorities, reporting cycles, and deadlines simultaneously with a high degree of accuracy.
Strong written and verbal communication skills, including the ability to present financial information clearly to individuals who may not have a financial background.
Demonstrated ability to establish productive working relationships with executives, managers, employees, government officials, auditors, and other stakeholders.
Proficiency with financial management systems and Microsoft Excel or comparable financial analysis tools.
Experience with budgeting, accounting, and financial management within Virginia state government.
Experience using Cardinal and Commonwealth of Virginia budgeting and financial systems.
Knowledge of Department of Planning and Budget, Department of Accounts, Auditor of Public Accounts, ARMICS, CAPP, and related Commonwealth financial requirements.

Bachelor's degree preferred in accounting, finance, business administration, public administration, or a related field, or an equivalent combination of education, professional training, and relevant experience.

Responsibilities

Lead the development, implementation, monitoring, and ongoing management of the Museum's operating budgets and other applicable budgets and financial plans.
Develop regular financial forecasts and projections that compare actual performance with budget and anticipated year-end results, allowing leadership to identify potential issues and opportunities early rather than simply reporting them after the fact.
Provide the Executive Director with timely analysis of the Museum's financial condition, including revenues, expenditures, commitments, available balances, projected needs, and significant variances.
Work with the Executive Director and department leaders to develop budget assumptions, evaluate resource needs, and assess the short- and long-term financial implications of proposed initiatives.
Identify financial trends, risks, and opportunities and recommend appropriate actions to strengthen the Museum's fiscal sustainability.
Maintain the state budget calendar and ensure all agency budget submissions, amendments, decision packages, and other required materials are completed accurately and by established deadlines.
Serve as a primary liaison with the Department of Planning and Budget, Department of Accounts and other Commonwealth offices on agency budget matters.
Direct and coordinate the Museum's financial accounting, management, and reporting functions in accordance with generally accepted accounting principles and Commonwealth of Virginia laws, policies, and procedures.
Ensure financial transactions and information are recorded accurately and timely in Cardinal and other required Commonwealth financial systems.
Develop a consistent reporting schedule that provides leadership with clear, accurate, and timely monthly, quarterly, annual, and as-needed financial reports.
Prepare financial analyses and reports in formats that allow both financial and non-financial audiences to understand the Museum's financial position and make informed decisions.
Monitor expenditures against approved budgets and work proactively with managers when significant variances or emerging concerns are identified.
Oversee fiscal year-end activities and ensure required schedules, reconciliations, certifications, and financial reports are completed accurately and on time.
Support the financial administration of capital projects and capital outlay activities in accordance with Commonwealth requirements.
Ensure accurate financial plans and reports, timely Cardinal entry, year-end schedules, budget submissions, and regular reporting to the Agency Head.
Maintain a strong system of financial internal controls designed to safeguard public resources, ensure reliable financial information, and promote compliance with applicable laws, regulations, policies, and procedures.
Lead the Museum's ARMICS responsibilities, including annual certification and required updates.
Ensure required Cardinal certifications and other Department of Accounts requirements are completed accurately and by established deadlines.
Respond promptly and thoroughly to requests from the Department of Accounts, Auditor of Public Accounts, Department of Planning and Budget, and other oversight agencies.
Coordinate financial audits and reviews and ensure that recommendations or corrective actions are implemented appropriately.
Regularly review financial policies, procedures, and workflows and recommend improvements that increase accuracy, accountability, efficiency, and transparency.
Oversee applicable agency responsibilities related to Small Purchase Charge Cards and other assigned financial controls.
Serve as a trusted financial advisor to the Executive Director and provide candid, objective analysis and recommendations regarding financial matters.
Build effective working relationships across the Museum and create a service-oriented finance function that helps managers understand budgets, financial procedures, and the implications of operational decisions.
Communicate complex financial information clearly to people with varying levels of financial expertise.
Work collaboratively with program, administrative, operations, development, and other staff to anticipate financial needs and solve problems.
Develop appropriate processes, calendars, and expectations so that managers receive financial information on a predictable and timely basis.
Supervise, train, and develop assigned fiscal staff; establish clear expectations and provide regular feedback and guidance.
Represent the Museum professionally in interactions with Commonwealth agencies and other external partners.
