About The Position

The Director of Behavioral Threat Assessment and Management serves as Brown University's strategic and operational leader for BART, the University's established behavioral threat assessment and management process. Reporting directly to the Vice President for Public Safety and Emergency Management, the Director chairs and convenes the BART Team and works in close partnership with Campus Life, supporting its leadership in advancing consistency, coordination, and shared standards across school-based Behavioral Intervention Team (BIT) and Dean-of-Students-affiliated behavioral concern processes across the University. This position holds a dual mandate: (1) institutional subject-matter expert on behavioral risk, threat assessment methodology, and violence prevention, and (2) strategic and operational leader responsible for BART's day-to-day management, case oversight, policy and protocol review and enhancement, and prevention strategy. The Director collaborates with partner offices to help behavioral concern pathways operate under consistent standards, clear escalation protocols, and defensible, well-documented decision-making, while respecting the distinct roles and expertise of Campus Life, academic units, and other campus partners.

Requirements

Master's degree in psychology, counseling, social work, criminal justice, public safety administration, higher education administration, or a closely related field (or equivalent combination of education and relevant experience).
Minimum 7–10 years of progressively responsible experience in behavioral threat assessment, violence risk assessment, behavioral intervention team leadership, campus safety, law enforcement, or clinical case management involving at-risk populations, including demonstrated experience convening or leading a multidisciplinary team.
Demonstrated experience utilizing structured professional judgment methodologies and evidence-informed behavioral threat assessment frameworks.
Working knowledge of relevant law and regulation, including FERPA, the Clery Act, Title IX, ADA/Section 504, and applicable state campus-safety statutes.
Demonstrated ability to build cross-divisional relationships and lead through influence across departments with no direct reporting relationship, in a decentralized institutional environment.
Excellent written and oral communication skills, including experience preparing reports and briefings for senior leadership.

Nice To Haves

Nationally recognized certification in threat assessment and management or behavioral intervention team practice, or willingness to obtain within an agreed timeframe.
Prior experience in a higher education setting, including familiarity with student conduct processes, Title IX coordination, and residential life operations.
Licensure or clinical background (e.g., LCSW, LPC, psychologist) is a plus but not required if paired with strong threat assessment and case management experience.
Experience with case-management information systems.

Responsibilities

Chair and convene the multidisciplinary BART Team, setting meeting cadence, agenda, and structured case-review protocols.
Serve as the designated case manager of record for high-risk and complex cases, coordinating closely with Public Safety, Campus Life, Human Resources, Counseling and Psychological Services, General Counsel, Title IX, Residential Life, and Disability Services.
Provide direct case consultation and, where appropriate, hands-on case management for the highest-acuity referrals, including intake triage, risk assessment, safety/threat management planning, and follow-up monitoring.
Represent BART to senior leadership, providing regular reporting on program metrics, case trends, emerging risks, and program effectiveness.
Work with school-, division-, and unit-level behavioral intervention and care teams to help ensure practices, including intake, risk assessment, escalation, documentation, and case closure, align with best practice and effectively meet the needs of campus, while respecting the distinct roles, expertise, and needs of partner offices across Brown's decentralized environment.
Coordinate cross-divisional initiatives to strengthen reporting pathways, information sharing, and multidisciplinary collaboration among the offices and teams that intersect with behavioral risk.
Identify and recommend opportunities to strengthen organizational structure, staffing, technology, and program maturity for BART, in consultation with campus partners and the Vice President for Public Safety and Emergency Management.
Lead the University's behavioral threat prevention strategy by identifying emerging trends, recommending prevention initiatives, strengthening reporting pathways, and fostering a campus culture of early intervention and shared responsibility.
Advance upstream prevention programming that reduces reliance on reactive case response, in partnership with Campus Life, Human Resources, and academic leadership.
Analyze behavioral risk trends, recurring vulnerabilities, systemic issues, and emerging threats across the University, and translate that analysis into strategic recommendations for senior leadership on institutional risk reduction.
Monitor patterns such as repeat concerning behavior within particular settings, stalking trends, workplace violence trends, and online threatening behavior, informing both program adjustments and broader institutional risk management.
Support Campus Life in its leadership of efforts to strengthen coordination and consistency across school-based BIT and student-of-concern processes (e.g., undergraduate, graduate, athletics, international programs, residential life), providing behavioral threat assessment expertise to help advance consistent intake criteria, risk assessment practices, and referral pathways.
Partner with campus teams to establish and maintain clear lines of escalation between lower-acuity BIT case management and higher-acuity BART threat assessment review, so cases are routed to the appropriate level of response without duplication or gaps.
Facilitate information-sharing protocols among teams that comply with FERPA, HIPAA, the Clery Act, and applicable state law, helping teams understand permissible disclosure pathways in safety situations.
Develop, maintain, and periodically review the University's behavioral threat assessment policies, standard operating procedures, and case-management protocols.
Ensure written protocols clearly define team authority, scope, membership, confidentiality and information-sharing standards, referral criteria, assessment methodology, and intervention and case-closure procedures.
Partner with General Counsel and compliance offices to ensure protocols reflect current federal and state law (e.g., FERPA, Clery Act/Campus SaVE, Title IX, ADA/Section 504, and applicable state campus-safety statutes).
Serve as the University's internal subject-matter expert on behavioral risk indicators, threat assessment methodology, targeted violence prevention, stalking and interpersonal-violence risk, and workplace/campus violence dynamics.
Consult proactively on major University events, high-attendance or heightened-security speaking engagements, employment actions, student separations, high-profile disciplinary matters, and other planning activities where behavioral risk assessment can inform decision-making before a concern becomes a case.
Provide individual consultation to faculty, staff, and administrators managing concerning situations involving students, employees, or third parties.
Design and deliver ongoing training for BART/BIT team members, campus security authorities, faculty, staff, and residential life staff on recognizing and reporting concerning behavior and understanding referral pathways.
Oversee use of a standardized case-management system for documentation, tracking, and outcome monitoring across all affiliated teams.
Conduct or oversee quality-assurance review of case files to ensure consistent application of risk-assessment methodology and adherence to protocol.
Track and report aggregate program data (case volume, risk-level distribution, referral sources, outcomes, time-to-intervention) to inform continuous improvement.
Develop and facilitate tabletop exercises, case simulations, and after-action reviews to continually strengthen the University's behavioral threat assessment capabilities.
Incorporate lessons learned from exercises and real cases into policy, training, and protocol updates, in coordination with the Department's broader emergency management and business continuity functions.
Be available for consultation on urgent and emergent behavioral risk situations outside standard business hours.
Partner with the Department of Public Safety and Emergency Management and Counseling and Psychological Services leadership on crisis response protocols involving individuals in behavioral crisis.
Participate in the University's broader emergency management and critical-incident response structure as the behavioral threat subject-matter expert.
