About The Position

The Director, Behavioral Health Services is responsible for the professional, organizational, and administrative aspects of delivering high-quality behavioral health care to patients. This role ensures compliance with all applicable standards, statutes, regulations, and program requirements. The Director plays a vital role in determining the strategic direction and growth of behavioral health services, considering the external health reform environment, policy changes, and the needs of the population served. The position involves recruiting and onboarding a leading team, supervising the division for clinical and financial success, and collaborating with Health Services and Residential Services leadership to support care coordination, behavioral health consultation, and service integration for individuals experiencing homelessness. This employee will work as part of the Patient-Centered Medical Home (PCMH) team.

Requirements

Current license as a physician in New York State
3+ years as a clinical leadership role
Experienced with health care planning and administration within an ambulatory health setting
Knowledge of medical staff organization and structure, medical credentialing and privileging, outcomes-based quality of care, clinical effectiveness and performance improvement
Experience with EMRs

Fellowship in Public psychiatry, Child and Adolescent or Substance use preferred
FQHC experience preferred
Refined organizational skills and leadership qualities
Experience with eCW preferred
Bilingual English/Spanish preferred

Responsibilities

Establishes the standards and practices of care in collaboration with the Chief Medical Officer and maintains the medical policies and procedures of the clinics consistent with NYS DOH Article 28, HRSA BPHC 330h, HIV/AIDS Bureau, NYC DOHMH, NYS DOH, NYC DHS, and relevant MCO guidelines.
Collaborates to ensure compliance with medical services and quality improvement activities including Quality Improvement, Risk Management Planning, Implementation and staff training, patient grievances and medical activities in order to achieve a high quality of care, patient and employee safety, cost containment, and compliance.
Ensures that resources are used efficiently and that providers are used in ways to maximize their contribution to meeting patient, clinic, and fiscal goals of the organization.
A member of the Senior Leadership and participates in determining the strategic direction of Care for the Homeless as it relates especially to, but not limited to, behavioral health, medical, and clinical services.
Actively partners with Human Resources and the Health Services Administration in the hiring, orientation, evaluation, and discipline processes for medical, support, and ancillary staff.
Assures provision of behavioral health-related medical and support services to ensure all service sites are in alignment with the CFH mission and CFH regulatory agencies.
Serves as staff to the Board’s Continuing Quality Improvement (CQI) Committee.
Provides guidance and review of health-related curricula.
Establishes and fosters relationships/partnerships with community organizations such as hospitals, MCOs, institutions of higher learning, social service agencies, and other collaborators to enhance the delivery of behavioral health care services to CFH clients and to meet or exceed CFH’s organizational goals.
Consult with the Chief Executive Officer (CEO), Chief Medical Officer (CMO), Chief Program Officer (CPO) and Chief Financial Officer (CFO) in developing and achieving long-range financial plans for sustaining, implementing, and expanding behavioral health services.
Participates in maintaining and expanding existing funding and identifying new funding sources.
Collaborates with Health Services and Residential Services leadership in an advisory and consultative capacity to support coordination of behavioral health care and continuity of services for individuals experiencing homelessness.
Facilitates communication and consultation between behavioral health providers, medical teams, case managers, and residential staff regarding complex behavioral health cases, as appropriate.
Supports the development of behavioral health education, training, and consultation resources for residential staff to enhance understanding of behavioral health needs and promote effective care coordination.
Direct responsibility for the development of health services planning and budgeting and a key player in the establishment of the organization’s strategic planning and annual budget processes.
Up to 40% of the time will be spent providing direct medical care which includes Nurse Practitioner oversight, direct mentoring, training and follow-up interventions to CFH patients.
Provides ongoing support and supervision for behavioral health medical providers in the CFH network and serves as a collaborating physician for Psychiatric Nurse Practitioners as required by NYS Department of Education.
Lead clinical initiatives including, but not limited to, Meaningful Use, Patient-Centered Medical Homes, and relationships with Health Homes.
Provide leadership and support in the establishment and achievement of CFH clinical standards.
Responsible for the establishment and achievement of behavioral health clinical quality goals.
Ensures integration of primary care behavioral health, and oral health services.
In conjunction with Health Services Administration and Health Information Management (HIM) staff, ensures the EMR is capturing and reporting the correct data needed for clinical care and management and financial decisions.
Collaborate with Health Services Administration, COO, CMO, CFO, and CPO to design effective strategies for recruitment, retention, and compensation of clinicians.
Provides final decision on behavioral health medical matters when disputes arise.
