About The Position

The Division of Administration provides the administrative infrastructure for the Department of Financial Services, Office of Financial Regulation (OFR) and Office of Insurance Regulation (OIR) which include the following areas: Human Resource Management, General Services and Purchasing. The Division is responsible for the development, approval and implementation of all departmental policies and procedures relating to these areas. The Division Director for the Division of Administration is responsible for ensuring that the Division operations are efficient and effective in order to provide superior customer service to the Department, OFR and OIR. This position requires some travel and a security background check, including fingerprint as a condition of employment.

Requirements

  • Four (4) years of professional experience working in a state or government agency is required.
  • A post-secondary degree from an accredited college or university may be used as an alternative for years of experience on a year-for-year basis.
  • Experience in government operations.
  • Team leadership or supervisory experience.
  • Knowledge of applicable Florida Statutes and Administrative Procedures.
  • Knowledge of Organizational and Management theory and practice.
  • Knowledge of contract management and performance measures.
  • Knowledge of technology trends and emerging tools applicable to administrative functions and organizational efficiency.
  • Skill in evaluating technology solutions and recommending systems that improve administrative efficiency and service delivery.
  • Knowledge of the principles and practices of effective internal controls and organizational self-assessment and monitoring.
  • Ability to manage and regularly communicate with Division/program, other divisions and upper management.
  • Ability to review and verify information with a high degree of accuracy and attention to detail.
  • Ability to perform analysis of program information and to proactively report and respond to program/Division trends.
  • Ability to use sound judgment and work independently.
  • Ability to work in a team environment with shared tasks.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to meet deadlines and perform multiple tasks.
  • Ability to handle and resolve conflicts.
  • Knowledge of MS Word, MS Excel and MS Outlook.

Responsibilities

  • Ensuring that the Division operations are efficient and effective in order to provide superior customer service to the Department, OFR and OIR.
  • Ensuring that the Administrative Policies and Procedures on the Department’s intranet are reviewed and up to date and have been communicated on a timely basis to the Department, OFR and OIR.
  • Providing direct supervision to the Bureau Chief of General Services, Bureau Chief of Human Resource Management, Purchasing and the Director’s Administrative Assistant.
  • Keeping the Deputy Chief Financial Officer apprised regarding areas under the Director of Administration's authority.
  • Leading the Division through example by exhibiting the values that form the foundation of the Department (e.g., honesty, integrity, respect).
  • Providing the Chief Financial Officer and his/her designee with sufficient and timely Department management information in order to make decisions based upon fact.
  • Providing direct reports at least annually with a performance evaluation.
  • Establishes and maintains a system of internal controls for all positions as appropriate and necessary, depending on the nature of the position and work assigned. The system of internal controls shall be based on the principles of separation/segregation of duties; accountability; accuracy of process and product; efficiency; written procedures; and periodic measurement and self-assessment.
  • Attend and represent the Department at meetings and conferences concerning Department matters, within and outside the State of Florida. Represent the CFO and act as liaison at various functions.
  • Perform other duties as required.
