About The Position

The Massachusetts State Police (MSP) is seeking a Director for the MSP Strategic Leadership Institute as part of a department-wide initiative and a reform commitment. This high-visibility, middle-level management role is responsible for the strategic development, implementation, and oversight of a comprehensive, rank-based leadership development program for approximately 2,500 sworn and civilian personnel. The Director will lead the establishment and sustainment of a modern Leadership Institute aimed at enhancing supervisory effectiveness, strengthening organizational culture, and supporting operational excellence. Reporting to senior command staff, the incumbent will exercise significant independent judgment in program design, policy development, resource management, and evaluating leadership needs and outcomes. An Administrator will support the Director in executing tasks related to oversight, scheduling, and planning of leadership training and education.

Requirements

  • At least five (5) years of full-time or equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management.
  • A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Responsibilities

  • Develop and implement a comprehensive leadership development strategy aligned with Department priorities and professional standards.
  • Establish and maintain a leadership competency framework aligned with organizational values and operational requirements.
  • Develop policies, procedures, and governance structures related to leadership development.
  • Design and oversee rank-based leadership training programs from entry-level through executive leadership.
  • Ensure all programs are delivered in a manner that is consistent, equitable, and operationally relevant.
  • Develop and maintain objective and transparent processes for the selection of personnel for leadership training opportunities.
  • Provide strategic oversight of all Leadership Institute programs, curriculum, and instructional delivery.
  • Supervise and coordinate staff, instructors, and subject matter experts involved in leadership training.
  • Oversee administration of training programs delivered through the Department’s Learning Management System (e.g., Moodle Workplace or equivalent).
  • Monitor and evaluate program effectiveness through data analysis, reporting, and stakeholder feedback.
  • Identify leadership capability gaps and recommend targeted training interventions.
  • Prepare reports and briefings for command staff on leadership development initiatives and outcomes.
  • Collaborate with internal stakeholders, including command staff, training personnel, and administrative divisions.
  • Ensure compliance with all applicable laws, regulations, accreditation standards, and Department policies.
