About The Position

The Director of Technical Program Management will be part of the Manufacturing Sciences and Technology (MS&T) organization, as part of GPS. This role will manage MS&T’s technical project book of work (primarily technology transfer projects) and will be a people leader of a team of technical project managers. The Director of Technical Program Management is a leader, coordinator, and facilitator for MS&T, capable of assigning and leading projects, providing project management direction, managing a team, communicating project status to stakeholders, and helping to drive the overall project portfolio plan for the department. The Director of Technical Program Management will be the MS&T PMO representative, and will ensure that the MS&T project portfolio is managed in accordance with PDS & MS&T PMO practices. MS&T’s project book of work is comprised of a significant number of lifecycle and pipeline technology transfer projects for late stage and commercial brands. The role will lead and provide guidance to the technical project management team to translate program requirements into effective and detailed project plans to meet business needs for Biologics and Pharma commercial products. The candidate will also assist in the planning and execution of MS&T strategic projects, and will proactively communicate project status and risks to leadership. The project management team collaborates with the TPT matrix teams, and works closely with organizations across the BMS network to deliver on the CMC project book of work. The technical management team also works closely with the External Manufacturing team and serves as the technical project manager for technical projects executed at CMOs.

Requirements

  • Bachelor’s degree or equivalent in an engineering, life science, or other technical discipline with a minimum of 15 years of relevant experience.
  • Direct experience in leading technology transfer project teams in a highly matrixed, cross functional environment.
  • Direct project management experience within the pharmaceutical / biotech industry, working with both external and internal manufacturing sites
  • Experience with project management for the tech transfer of biologics and/or pharma manufacturing processes
  • Demonstrated ability to effectively navigate ambiguity and complexity, and translate into accomplishing challenging goals & objectives
  • Demonstrated track-record of success, accomplishments & delivering results
  • Demonstrated aptitude for collaboration, relationship building, and influencing without authority in a matrixed environment
  • Demonstrated excellence for verbal and written communication, and presentation skills
  • Demonstrated effective organizational skills to manage a large book of work and competing priorities in a fast-paced environment
  • Demonstrated proficiency & adaptability with software tools (MS Project, Power BI, Sharepoint, etc.)
  • Approximately 10% travel

Nice To Haves

  • Masters degree is preferred but not required.
  • PMP certification is desirable.

Responsibilities

  • Accountable for the technical project management of MS&T’s large portfolio of biologics and small molecule CMC technical projects, with the goal to meet PDS project closure and milestone adherence metrics
  • Manage the Project Management Office (PMO) processes and Portfolio Planning activities for MS&T
  • Lead, build and sustain a high performing team of technical project managers. The project managers are accountable for managing technical and technology transfer projects for lifecycle and pipeline programs.
  • Lead monthly Portfolio Review meeting to communicate portfolio performance to MS&T leadership and gain project initiation, execution and re-baseline endorsements
  • Optimize project management & PMO practices and tools, identify and deliver digital solutions to enhance team efficiency and to reduce non-value added work
  • Collaborate with the technical strategy team, and the Technical Project Teams (TPTs) to clarify and prioritize the brand project portfolios
  • Coach project management team to ensure projects are chartered and are delivered on-time and on-budget
  • Facilitate & drive bi-annual portfolio planning processes to identify and prioritize MS&T projects, budgets, and resource requirements
  • Collaborate with ExM PMO on the project management practices for technical projects that have work scope at partner CMOs
  • Partner with business operations to manage MS&T resources
  • Partner with finance to manage, forecast, and track project spend, with the goal to meet quarterly budget targets
  • Manage department strategic projects, MS&T complex initiatives, and Technical P1 projects as needed
  • Represent MS&T PMO at GPS PMO governance forums. Influence the wider organization in effective utilization of project management tools and PMO systems.
