About The Position

Reporting to the Executive Director of Support Services and the Medical Director of Lab. The Director is responsible for developing short- and long-range planning of operational and financial goals and objectives on all matters related to the department. Coordinates with the Medical Director on all matters related to the department's clinical services. Engages in strategic planning to ensure state-of-the-art technology and quality services in all areas of responsibility. Ensures the development of standards and testing procedures that meet the needs of patients and physicians and ensures compliance with regulatory standards. Provides direct oversight and accountability for departmental performance and the financial integrity of laboratory operations. Exercises broad decision-making authority in directing laboratory operations and executing organizational priorities.

Requirements

  • Bachelor's Degree Clinical Laboratory Science, Medical Technology, or a related biological or chemical science that supports California licensure requirements. - minimum
  • 7 years Progressively responsible clinical laboratory experience - minimum
  • 3 years Management experience with direct reports in a complex healthcare setting. - minimum
  • Clinical Laboratory Scientist - Upon Hire minimum Current and unrestricted; maintained throughout employment.

Nice To Haves

  • Master's Degree Biological science, clinical laboratory science, quality, public health, healthcare administration, business administration, or related field. - preferred
  • ASCP, AAB, or equivalent specialty certification - Upon Hire preferred Certification relevant to the assigned specialty or program area.

Responsibilities

  • Responsible for the budget of the department. This includes; forecasting, trending, and projecting budgetary needs for departmental expenses. Develops the annual departmental budget considering all revenue sources and departmental expenditures. Responsible for monitoring the operational budget and variance reports on a monthly basis providing the Executive Director with an analysis and expectation of meeting financial goals to maintain solvency. Reviews financial reports and recommends/initiates corrective strategic actions as needed to ensure financial stewardship within the department. Responsible for regular meetings with the Executive Director to inform/advise on budgetary matters.
  • Leads capital planning and prioritizes investments in laboratory technology, equipment, and infrastructure to support quality, capacity, and organizational objectives.
  • Supports the organization's growth initiatives by meeting or exceeding specific growth targets. Participates in the activities, proposals and/or programs of peers to support the organization's growth. Makes steady progress toward assigned strategic initiatives.
  • Leads the evaluation and development of opportunities to expand access to laboratory services, align service capacity with organizational needs, and strengthen relationships with physicians, clinical programs, and other stakeholders.
  • Responsible for ensuring that all staff complete all required training. In conjunction with the Medical Director and Executive Director, ensures compliance with all accrediting and licensing agencies to include Joint Commission, CAP, CLIA. Coordinates to ensure compliance and other regulatory agencies. Stays informed on regulatory updates.
  • Ensures that the overall operations of the department promote effective interdisciplinary teamwork that results in high quality, cost effective, and coordinated services that are responsive to the needs of patients and their families, referring to physicians and groups, employees/staff, internal stakeholders, and appropriate external organizations.
  • Consistently provides effective leadership to the department, assuming responsibility for decisions made, resolving issues through sound decision making, and ensuring timely action and follow through on projects and initiatives. Responsible for the administrative management and oversight of lab operations.
  • Directs Department Services: Selects and assigns department staff in a manner consistent with scope of services provided. Assesses qualifications and competency of staff, completes performance reviews on timely basis according to established guidelines. Provides orientation and training to staff to improve skills and performance. Facilitates innovation and motivates staff to effectively attain operational and patient/satisfaction.
  • Collaborates effectively with clinical and administrative leadership, physicians, nurses and a wide variety of other staff to ensure that service expectations and programmatic goals are met. Identifies strategies to improve resource utilization, service delivery, workflow, etc. as necessary to meet established expectations.
  • Responsible for Improving Quality of Services: Establishes expectations and plans, sets priorities and manages processes to measure, assess and implement improvements to services provided. Measures progress towards quality goals.
  • Closely monitors and ensures contracts and service agreements are current and updated on an annual basis, or as needed. Evaluates vendor performance, service levels, cost, quality, and operational risk.
