About The Position

The Director, Measurement provides strategic leadership and oversight for all gas and liquid measurement activities across the company's midstream assets. The position ensures accurate custody transfer and operational measurement, regulatory and contractual compliance, reliable measurement systems, and effective measurement data management. This role leads measurement personnel, establishes enterprise-wide standards and procedures, and partners with Operations, Commercial, Accounting, Engineering, Regulatory, IT, and SCADA teams to support safe, compliant, and efficient operations. The Director serves as the company's subject matter expert for measurement standards, technology, audits, customer disputes, and continuous improvement initiatives.

Requirements

  • Extensive working knowledge of gas and liquid measurement standards, policies, procedures, technologies, contracts, and industry best practices.
  • Strong understanding of custody transfer measurement, hydrocarbon accounting, allocation, balancing, quality reporting, and lost-and-unaccounted-for concepts.
  • Ability to effectively manage all processes associated with corporate measurement responsibilities across multiple assets and business groups.
  • Financial understanding with the ability to prepare, manage, and communicate capital and operating budgets.
  • Ability to establish high priority on accurate, timely, and complete measurement information for internal reporting, customer reporting, invoicing, and compliance needs.
  • Strong knowledge of API MPMS, AGA, GPA, ASTM, PHMSA, Railroad Commission, and other applicable regulatory or industry requirements.
  • Technical knowledge of orifice, ultrasonic, Coriolis, turbine, and other meter technologies; LACT units; meter provers; sampling systems; flow computers; SCADA; automation; controls; and instrumentation.
  • Ability to organize, delegate, and follow through on routine and critical tasks while ensuring timely completion and clear accountability.
  • Effective conflict resolution skills for managing internal and external relationships, including customer disputes and cross-functional priorities.
  • Ability to strategically plan for future department and corporate measurement needs, including technology, data analytics, reporting, and process improvement.
  • Strong written and verbal communication skills, including the ability to explain complex measurement topics in clear practical terms.
  • Ability to read, understand, and apply measurement contracts, engineering standards, procedures, policies, manuals, safety rules, and technical documentation.

Nice To Haves

  • Bachelor's degree in Engineering, Engineering Technology, Instrumentation, Measurement Science, or a related technical discipline preferred; equivalent industry experience will be considered.
  • 10+ years of progressive oil and gas measurement experience preferred, with meaningful exposure to both natural gas and liquids measurement.
  • 5+ years of leadership or supervisory experience preferred, including experience leading technical personnel, field measurement teams, or cross-functional measurement initiatives.
  • Experience supporting one or more midstream asset types such as crude oil, NGL, refined products, natural gas, terminal operations, gathering, processing, transmission, storage, or pipeline assets.
  • Experience with measurement audits, compliance programs, customer inquiries, balancing issues, or corrective action plans preferred.

Responsibilities

  • Develops and executes the company's measurement strategy across gas, liquids, terminal, gathering, transmission, processing, storage, and logistics assets.
  • Builds, leads, mentors, and develops a high-performing measurement organization, including field measurement personnel and related processes.
  • Establishes performance expectations, employee development plans, succession planning, and a culture of safety, compliance, accountability, and continuous improvement.
  • Implements policies, procedures, and best practices to ensure accurate gas and liquid volume, quality, custody transfer, allocation, and reporting information.
  • Oversees pipeline and terminal balancing, lost-and-unaccounted-for analysis, LACT unit management, meter proving, calibration programs, sampling systems, flow computers, and measurement data systems.
  • Partners with Operations, Engineering, Commercial, Accounting, Regulatory, IT, and SCADA teams to support expansions, acquisitions, commissioning, startup activities, system changes, and data integrity.
  • Works with internal and external customers to investigate and resolve complex measurement discrepancies, balancing concerns, contractual questions, and customer disputes.
  • Ensures compliance with applicable federal, state, local, contractual, and industry standards, including API, AGA, GPA, ASTM, PHMSA, Railroad Commission, BLM, ONRR, and other applicable requirements.
  • Leads internal and external measurement audits, manages third-party reviews, and maintains measurement compliance programs, procedures, records, and documentation.
  • Provides technical leadership and oversight for measurement design, measurement technologies, instrumentation, automation, SCADA, controls, and measurement data management systems.
  • Reviews and approves measurement designs for new projects, facility expansions, optimization work, and asset integration activities.
  • Develops departmental goals, tactical plans, KPIs, capital budgets, and operating budgets; monitors performance and recommends corrective actions as needed.
  • Supports commercial agreements and contract negotiations involving measurement provisions, allocation methodologies, quality specifications, and financial impacts.
  • Conducts annual performance reviews, provides coaching and feedback, and reviews salary and bonus recommendations for team members.
  • Performs other related duties as assigned.
