About The Position

The Prevention and Health Promotion Administration’s (PHPA) mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. This position manages the Prevention and Health Promotion Administration’s Maternal and Child Health Bureau and is a member of the Leadership Team working with the director. The position provides clinical and administrative/operational leadership for the Office of Family and Community Health Services, the Office for Genetics and People with Special Health Care Needs, the Office of the Maryland WIC Program, and the Office of Quality Initiatives. This position manages through subordinate Office Directors, a total budget of approximately $160 million and approximately 100 staff positions. As a member of the Leadership Team and in relation to the Maternal and Child Health Bureau, the position manages internal operations, including policy and procedure development, personnel functions, training, and workforce development initiatives. This position assists the PHPA Director in achieving the major goals of PHPA, which are: strengthening program effectiveness, improving organizational effectiveness, and providing public health leadership for addressing maternal and child health issues. The position may act for the Director in the Director’s absence as assigned by the Director. This position also administers maternal and child health programs within PHPA and develops statewide partnerships and initiatives related to public health and maternal and child. These responsibilities include: (1) Coordination of surveillance activities related to maternal and child health; (2) Providing coordination, expert knowledge and medical consultation on public and personal health issues related to maternal and child health; and (3) Supervision of regulatory or statutory programs related to maternal and child health.

Requirements

  • A MD or DO degree from an accredited college or university.
  • Board Certification.
  • Two (2) years of medical practice.
  • A minimum of five (5) years of experience related to maternal and child health, in particular: Infant mortality prevention; family planning; Women, Infants and Children (WIC) program: and/or children with special health care needs.
  • Minimum of three (3) years of experience in management, including responsibility for developing budgets, tracking expenditures, and staff recruitment and management.
  • Proven skill in building collaborative working relationships across departments in matrixed organizations.
  • Applicants must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law.
