About The Position

The Director, Technology Investment Governance & Platform Integration is a senior strategic leadership role accountable for defining, governing, and digitizing the enterprise-wide technology investment decisioning model across Scotiabank. Operating at the intersection of technology, procurement, finance, and strategy, this role owns the governance engine that adjudicates $5 to $6 Billion in annual technology investment, enabling disciplined capital allocation, risk management, and value realization. As a trusted advisor to the Group Head & CIO and senior executive forums, the Director will shape investment decisions, integrate fragmented governance processes, and deliver a scalable, data-driven platform to support real-time, insight-led decision-making.

Requirements

  • 10+ years of experience in technology strategy, operations, investment governance, or related roles within financial services or large enterprises
  • Strong business and financial acumen, with the ability to evaluate complex technology investments and translate into business value
  • Proven ability to lead cross-functional transformation and influence senior stakeholders
  • Experience with governance frameworks, financial modeling, third-party management, and technology delivery
  • Strong analytical, communication, and executive presentation skills

Nice To Haves

  • Experience with data visualization and workflow tools (e.g., Power BI, PowerApps) is an asset
  • Experience with assessing and integrating Agentic AI solution is an asset
  • MBA or equivalent advanced degree is an asset

Responsibilities

  • Define and operate the enterprise technology investment governance model, overseeing intake, evaluation, approval, and tracking of material technology investments
  • Lead the executive investment governance forum, supporting final adjudication of enterprise technology financial commitments
  • Provide strategic advisory to senior stakeholders, translating financial, architectural, and operational inputs into clear investment recommendations and trade-offs
  • Partner across Finance, Architecture, Data & AI, Procurement, Workforce, and Delivery to evaluate investment value, sourcing strategy (build vs. buy), and risk exposure
  • Drive investment optimization and value realization, improving capital efficiency and run vs. change spend mix
  • Define and deliver the target-state governance platform and operating model, integrating fragmented processes across the technology investment lifecycle
  • Enable end-to-end workflow digitization, connecting funding, architecture, financial management, asset management, workforce management and contracting processes into a unified system
  • Establish real-time data integration, automation, and traceability, enabling scalable, consistent, and transparent decision-making
  • Standardize technology sourcing and governance frameworks, improving consistency and decision quality across the enterprise
  • Establish and own a centralized data foundation supporting investment governance, including demand, approvals, financial commitments, and outcomes
  • Define and enforce enterprise data standards and controls, ensuring alignment across upstream and downstream processes
  • Deliver executive insights and dashboards to enable investment transparency, portfolio performance tracking, and risk monitoring
  • Enable forward-looking analytics and scenario modeling to support proactive investment decision-making
  • Integrate governance processes across Technology, Finance, Procurement, Architecture, Workforce, and Delivery into a unified enterprise model
  • Establish clear linkage between business case approvals, contract execution, and delivery outcomes, ensuring end-to-end accountability
  • Eliminate fragmentation and duplication across governance processes, improving efficiency and decision velocity
  • Embed governance capabilities across CIO portfolios to ensure consistent adoption of enterprise standards
  • Define and evolve the long-term vision for technology investment governance, advancing a digitally enabled, scalable, and insight-driven operating model
  • Lead enterprise transformation from fragmented processes to an integrated governance ecosystem
  • Act as a thought leader, introducing innovative approaches to governance design, investment decisioning, and platform integration
  • Drive adoption of modern technologies (analytics, automation, AI) to enhance decision quality and stakeholder experience, including the assessment of Agentic AI where appropriate
  • Build and lead a high-performing team, fostering a culture of accountability, innovation, and continuous improvement
