About The Position

The Director of Enterprise Applications provides operational and technical leadership for the planning, implementation, support, and continuous improvement of PVAMU's enterprise application portfolio. The position manages Ellucian Banner ERP, including Student, Financial Aid, Finance, and related integrations, as well as business intelligence platforms and other enterprise systems. Reporting to the CIO, the Director translates institutional priorities into application plans, service standards, and implementation activities consistent with PVAMU's Journey to Eminence 2035 framework, Texas A&M University System policies, and applicable state and federal requirements. The Director collaborates with academic and administrative units, recommends appropriate uses of automation and AI in enterprise systems, and participates in TAMUS IT forums and Ellucian peer communities as assigned. The Director supervises application professionals and manages the day-to-day managed services provider relationship, including performance monitoring, contract deliverables, issue resolution, documentation, and the development of sustainable in-house Banner/SIS capability.

Requirements

Bachelor’s degree in Computer Science or equivalent combination of education and experience.
Ten years of related experience.
Two years of supervisory experience.
Knowledge of word processing, spreadsheet, and database applications.
Knowledge of the maintenance and installation of computer and network equipment.
Ability to multitask and work cooperatively with others.
Ability to communicate clearly and effectively to ensure understanding.

Responsibilities

Develop, maintain, and execute the enterprise application roadmap based on priorities established by the CIO and institutional stakeholders.
Provide functional and technical leadership for Ellucian Banner ERP modules and Banner-adjacent platforms, including DegreeWorks, Recruiter, Banner Document Management, Self-Service Banner, and Operational Data Store.
Implement and administer application governance practices for change management, release management, access provisioning, application lifecycle management, and SaaS adoption.
Evaluate enterprise application technologies; prepare business cases, return-on-investment assessments, and total-cost analyses for review and approval by the CIO.
Research emerging enterprise application practices, including AI, automation, robotic process automation, and cloud delivery models, and recommend practical applications for higher education.
Prepare regular reports and presentations for the CIO and other stakeholders on application performance, risks, project status, resource needs, and recommended priorities.
Manage the daily operation, maintenance, patching, and upgrade lifecycle of Ellucian Banner ERP and its integrated systems to support availability, data integrity, and service reliability.
Coordinate application integration design and support, including Banner APIs and the Ethos Integration Platform, to maintain accurate data exchanges between Banner and connected systems.
Supervise and coordinate Banner technical and functional work performed by university staff and MSP personnel; establish expectations for responsiveness, documentation, change control, and quality.
Maintain and execute a three-year Banner modernization plan addressing module upgrades, workflow automation, Self-Service expansion, and technical debt reduction, subject to CIO approval and available resources.
Administer the Banner application inventory, including license tracking, usage review, cost monitoring, and recommendations to reduce duplication.
Implement the approved transition plan for building PVAMU's in-house Banner capability; coordinate knowledge transfer, documentation, training, and phased assignment of responsibilities with functional units.
Manage the development, support, and availability of business intelligence and reporting platforms connected to Banner and other enterprise data sources.
Coordinate with the Data Management Officer, Data Governance Committee, and functional data stewards to apply institutional data standards and support Texas SB 475 compliance.
Support approved efforts to integrate on-premises and cloud data sources and to adopt modern analytics platforms consistent with PVAMU's technology plan.
Implement application-level data quality controls, including business rule documentation, data stewardship assignments, validation procedures, and reporting lineage.
Coordinate with the Information Security Officer to implement and maintain application security controls consistent with TAMUS standards, TAC 202, and NIST 800-53.
Monitor application compliance with FERPA, GLBA, ADA Title II/WCAG 2.1, and applicable privacy requirements; document issues and coordinate corrective actions.
Maintain and test disaster recovery plans, business continuity procedures, and incident response documentation for Tier 1 enterprise systems.
Participate in Major Incident Management, Problem Management, Change Advisory Board, and Knowledge Management processes within CITE; coordinate application-related follow-up activities.
Manage the enterprise application project portfolio within priorities, budgets, and governance established by the CIO and CITE Enterprise PMO.
Serve as project manager or technical lead for Banner upgrades, module implementations, integrations, and digital process improvement initiatives.
Coordinate project scope, schedules, resources, risks, dependencies, testing, communications, and measurable outcomes with the CITE Enterprise PMO and institutional stakeholders.
Identify legacy technical debt and unnecessary customizations; recommend and implement approved changes that improve sustainability, supportability, and cost efficiency.
Manage vendor and MSP relationships supporting enterprise applications, including routine communications, deliverables, issue resolution, and performance follow-up.
Review vendor product releases and proposed services; assess operational value and prepare recommendations and supporting analyses for CIO consideration.
Monitor service-level agreement performance and contractual deliverables; document deficiencies, coordinate corrective action, and escalate unresolved issues to the CIO.
Maintain professional relationships with peer institutions and participate in TAMUS IT meetings, Ellucian user groups, and relevant conferences as assigned.
Supervise, develop, and evaluate Application Services staff; establish work priorities, performance expectations, development plans, and continuity of critical functions.
Promote a work environment focused on technical quality, accountability, service, documentation, and continuous improvement.
Coach staff on client service, communication, ownership, and follow-through; address performance and conduct concerns in accordance with university procedures.
Assign and monitor day-to-day work performed by staff and MSP resources to ensure quality, timeliness, documentation, and compliance with established processes.
Serve as the primary operational liaison to Enrollment Management, Finance, Human Resources, Financial Aid, Academic Affairs, and Institutional Research for enterprise application services.
Facilitate the Enterprise Applications governance committee or advisory group; gather requirements and coordinate roadmap prioritization, testing, implementation review, and shared stewardship.
Coordinate enterprise application training, end-user documentation, runbooks, and knowledge base content in alignment with IT service management standards.
Partner with the CIO, CITE teams, and institutional stakeholders to implement approved digital process improvements for students, faculty, staff, alumni, and families.
