About The Position

Oxfam America, Inc. seeks a Director, Inclusive Value Chains in Boston, MA. Oxfam is a global organization fighting inequality to end poverty and injustice. This role is part of an evaluation of past Disaster Risk Reduction (DRR) interventions in the Pacific islands (Solomon Islands and Vanuatu) and Asia (Philippines), focusing on their sustainability from June 2025 to March 2026. Oxfam is committed to a just and sustainable future, enhancing humanitarian action by strengthening community resilience, promoting local leadership, and expanding opportunities for those impacted by crises. They work to promote just economies, gender and climate justice, and accountable governance. Oxfam America implemented a DRR program (2014-2020) focused on DRR Capacity Development, Communities’ Asset Protection, and DRR Knowledge and Learning. The evaluation aims to assess the long-term impacts and sustainability of these interventions, exploring domains such as human, social, environmental, and economic factors, and collaborating with local stakeholders to define sustainability relevant to community needs. The evaluation results will be used by Oxfam teams for future DRR intervention strategies, shared with a Philanthropic Donor, and reported back to regional and country offices and partners to inform their sustainability frameworks and intervention designs.

Requirements

Minimum of 7 years of monitoring and evaluation (M&E) experience managing multi-country evaluation projects in Disaster Risk Reduction, Humanitarian, Disaster Preparedness and Response, Resilience, Food Security, or other relevant areas.
Experience conducting studies, evaluations, or surveys to measure sustainability.
Ability to lead and support a whole evaluation team.
Experience in building a team of local evaluators/consultants in the region and working remotely with them.
Good understanding and demonstrated application of gender-sensitive, safeguarding, and feminist standards and principles in evaluation.
Good verbal and written communication and interpersonal skills.
Ability to hire and train local evaluators/data collectors.
CVs detailing relevant skills and experience (no more than 2 pages per resume).

Nice To Haves

Evaluation Lead possibly from one of the three countries (Philippines, Solomon Islands, Vanuatu).
Experience in building a team of local evaluators/consultants in the region to collaborate on a multi-country programme evaluation, and remotely working with them and advising them in the most effective manner.

Responsibilities

Lead and develop a robust methodology to answer key evaluation questions and assess sustainability.
Conduct an inception phase including reviewing documentation and consulting with communities, local NGOs, and authorities to define sustainability and localization.
Implement culturally appropriate data collection methods in the Philippines, Solomon Islands, and Vanuatu.
Analyze and interpret evaluation findings with stakeholders.
Write one evaluation report answering key questions with credible findings and evidence, including country-specific reports and visual case studies.
Develop a dissemination strategy to share learnings with various audiences.
Apply decolonial and feminist principles, mixed methods, and participatory approaches.
Abide by Oxfam’s Responsible Program Data Policy and Code of Conduct.
Collaborate with local stakeholders to validate domains and definitions of sustainability.
Hire and train local evaluators/data collectors.
Develop accessible products using effective visualization techniques.
Develop recommendations for planning sustainability, informing program management on sustainable project design and exit strategies.
Present findings in different spaces between mid-January and March 30, 2026.
