About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Director II. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by providing program-level leadership and operational oversight for Intellectual and Developmental Disabilities Program Eligibility and Support (IDD PES) unit. This position establishes and implements goals, policies, procedures, and performance standards consistent with HHSC’s strategic plan and regulatory requirements. The Director II directs program operations, evaluates effectiveness, ensures compliance, and leads continuous improvement initiatives. The position oversees development of the IDD PES Annual Performance Plan, implements methodologies for evaluating outcomes, and uses data analysis to identify risks and improvement opportunities. The Director II directs program operations, evaluates effectiveness, ensures compliance, and leads continuous improvement initiatives. The position oversees development of the IDD PES Annual Performance Plan, implements methodologies for evaluating outcomes, and uses data analysis to identify risks and improvement opportunities. This role leads systemic process improvements related to tracking, monitoring, and reporting to ensure accurate, real-time program and case data. The Director II provides high-level quality assurance oversight and guidance, represents IDD PES in internal and external meetings, and leads agency initiatives and workgroups. The position works under minimal supervision with significant latitude for independent judgment and initiative. The IDD PES team is responsible for ensuring eligible Texans are enrolled in programs serving individuals with intellectual and/or developmental disabilities. These programs include: Home and Community-based Services (HCS), Texas Home Living (TxHmL), Community Living Assistance and Support Services (CLASS), Deaf-Blind with Multiple Disabilities (DBMD), Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Condition (ICF/IID), including State Supported Living Centers (SSLCs), and non-waiver Community First Choice. IDD PES staff authorize and verify programmatic eligibility for the listed programs. In addition, IDD PES staff process enrollments, transfers, suspensions, and terminations for HCS, TxHmL, CLASS, and DBMD, as well as coordinate and attend Fair Hearings.

Requirements

  • A bachelor’s degree from an accredited college or university or at least four (4) years of full‑time professional experience in Medicaid services.
  • Experience working with or for individuals with intellectual and/or developmental disabilities.
  • Experience managing or directing programs, projects, or operations, including responsibility for planning, implementation, and achievement of program goals or objectives.
  • Experience analyzing data, reports, or performance measures to assess compliance, effectiveness, or outcomes and to support operational or strategic decision‑making.
  • Experience working collaboratively with internal and external stakeholders and leading cross‑functional projects or initiatives.
  • Knowledge of local, state, and federal laws and regulations relating to IDD waiver programs, entitlement programs, Medicaid, and managed care.
  • Knowledge of the Home and Community-based Services (HCS), Texas Home Living (TxHmL), Community Living Assistance and Support Services (CLASS), Deaf Blind with Multiple Disabilities (DBMD), Community First Choice non-waiver, and/or Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) programs.
  • Skill in using Microsoft Office applications (Outlook, Word, Excel, Power Point, Visio) and/or other applications to manage projects.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy.
  • Skill in identifying problems, evaluate alternatives, and implement effective solutions.
  • Skill in developing and evaluating policies and procedures.
  • Ability to communicate effectively and plan, assign, and supervise the work of others.
  • Ability to work collaboratively across MCS to accomplish objectives.
  • Ability to have a keen attention to detail and the ability to implement creative solutions to problems.
  • Ability to direct and organize program activities and establish program goals and objectives that support the strategic plan.
  • Ability to prepare reports and present results.
  • Ability to balance team and individual responsibilities.

Responsibilities

  • Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
  • Provides executive-level leadership and operational oversight for IDD PES, setting program direction, priorities, and expectations to ensure compliant and effective operations. (20%)
  • Oversees quality assurance and performance monitoring by analyzing data and reports to ensure compliance, timeliness, balanced workloads, and operational effectiveness, and by directing corrective actions as needed. (20%)
  • Develops, implements, and evaluates program goals and objectives aligned with HHSC’s strategic plan using historical data and performance measures. (15%)
  • Leads program-wide process and data improvement initiatives to strengthen performance monitoring, data accuracy, and productivity analysis. (15%)
  • Develops and oversees the IDD PES Annual Performance Plan, including goal setting, baseline measurement, outcome projection, and progress monitoring. (15%)
  • Represents IDD PES in meetings, workgroups, and conferences and serves as lead for agency projects and statewide initiatives affecting the program. (15%)
