This position provides oversight and direction for all subcontract management activities supporting the SOF GLSS Program. The role ensures, through assigned contract administrators, full compliance with the Prime Contract, the Federal Acquisition Regulation (FAR), and Fluor acquisition practices. The Subcontract Director is responsible for reporting project subcontract health to project leadership and company senior management; developing and approving subcontract and procurement strategies; overseeing sourcing, negotiations, awards, execution, administration, and closeout of a wide range of contractual instruments; and reviewing and approving contract actions within delegated authority. Responsibilities also include oversight of Prime Contract administration supporting globally executed services. Work is performed from Lexington KY.

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Must be authorized to work in the country where the position is located.

Nice To Haves

  • Eighteen (18) years of overall contract management experience and at least ten (10) years of contract management experience with Fluor, contract administration, and supply chain management experience
  • Strong knowledge of Pre-Award process and contracts packages formation
  • Eighteen years of overall Government Contracting/FAR Subcontract Management experience and least 10 years of Subcontract management experience with Fluor, Subcontract Administration, and Supply Chain Experience
  • Experience developing negotiating contract terms and conditions specifically for contracts, professional services on a Lump Sum, Unit Price, and cost reimbursable basis
  • Strong nowledge of Pre-Award and Contract packages that are compliant with FAR
  • Experience with leading and participating in Contractor Purchasing System Review to ensure system approval
  • Strong understanding of contracting principles and legal terms and conditions
  • Experience with development, administration, and management of the multi-million US dollar (or global equivalent) requests for proposal and contracts on mega industrial construction project
  • Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
  • Experience in work change and claims evaluation and negotiation
  • Experience in creating Request for Proposal (RFP)/Contract packages and interfacing with multiple disciplines in their creation
  • Experience in creating Project Specific Contract Terms and Conditions by flowing down terms from the Prime Contract
  • Experience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract Plan
  • Experience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP/Contracting process
  • Experience in formulating strategies for individual contracts

Responsibilities

  • Oversee and manage Subcontract Management process on the project from Pre-Award, Post- Award through Close-Out in accordance with the Project Execution Plan and Project Procedures Manual to align with FAR and Prime Contract Requirements
  • Establishing an approved Purchasing System that will undergo DCMA Audits
  • Support preparation of bid evaluation plans
  • Bear ultimate responsibility for the quality of the Project RFP packages and Contract documents
  • Manage interfaces with Project Management, Construction, Project Controls, Quality, Safety, Finance, Client
  • Other Duties as assigned
  • Lead the subcontract management activities associated with the SOF GLSS project
  • Perform Subcontract Management activities of the SOF GLSS project
  • Develop Subcontracting Strategy and Subcontracting Plan for the project in collaboration with Project Management and Construction
  • Manage the performance of a cadre of key subcontractors and small business requirements
  • Develop and maintain Subcontract Management staffing plan adequate to project execution strategy as well as budget
  • Review Prime Contract and develop project specific Subcontract templates, incorporating FAR flow downs and Prime Contract requirements
  • Participate in Prime Contract Business Risk Management Assessment - Business Risk Management Framework (BRMF) and development of Contract Risk Assessment Matrix for the project
  • Support development of negotiation strategies during Pre-Award, Post-Award, and Close-Out
  • Manage the bid analysis process and ensure project team is briefed on findings; actively participate as a Subject Matter Expert (SME)
  • Manage twenty plus 20 +) supply chain team
