About The Position

IRC was created in 1984 to represent the Inuvialuit and their rights and benefits obtained under one of Canada's oldest comprehensive land claim agreements. With assets over $1 billion, not including vast land holdings, IRC is responsible for corporate investment, land management, and a broad range of social, cultural, and economic programs and services benefiting Inuvialuit. Its subsidiaries have interests in grocery, manufacturing, property management, transportation, and significant dealings in the oil and gas industry. Since its inception, IRC has experienced considerable growth and its structure and operations have become increasingly complex. Combining local government and service delivery, community development, investment, and operating business divisions, all managed by a single back office, the organization has an array of complexities for the executive staff to navigate. There is an emphasis on fostering understanding, healing, and resilience in a region brimming with unique social challenges and immense potential for transformative change. Reporting to the Office of the Chair, the Director, Human Resources provides senior leadership for IRC's Human Resources function and is responsible for ensuring that HR priorities, services, policies, systems, and advice support IRC's mandate, operational needs, and long-term workforce sustainability. The Director serves as the principal HR advisor to the Executive Leadership Team, directors, managers, and, as required, the Board of Directors on workforce planning, organizational design, compensation, benefits, employee and labour relations, policy, leadership development, organizational change, workforce risk, and HR governance. The role is responsible for leading the HR team, setting direction and standards for HR service delivery, strengthening organizational capacity, supporting consistent people practices across IRC, and ensuring that HR decisions are practical, fair, well-documented, financially aware, and aligned with IRC priorities, employment legislation, and organizational values.

Requirements

  • Post-secondary education in Human Resources, Business Administration, Industrial Relations, Public Administration, Organizational Development, or a related field.
  • Seven (7) to ten (10) years of progressive Human Resources experience, including leadership experience within a complex organization.
  • Experience providing HR advice to senior leadership on sensitive employee, organizational, compensation, benefits, policy, or workforce matters.
  • Experience leading HR teams, managing HR budgets, and overseeing HR operations, policies, programs, and service delivery.
  • Developing and implementing HR strategies, policies, programs, and organizational initiatives.
  • Leading recruitment, employee relations, compensation, benefits, HR operations, workforce planning, and organizational development functions.
  • Managing or overseeing benefits, pension, total rewards, compensation review, and vendor relationships.
  • Preparing budgets, monitoring expenditures, reviewing variances, and providing practical financial oversight for a department or portfolio.
  • Supporting Executive Leadership and Boards of Directors with HR-related reports, recommendations, and sensitive matters.
  • Working effectively in complex, multi-stakeholder, northern, Indigenous, public sector, or community-based environments.

Nice To Haves

  • Chartered Professional in Human Resources (CPHR) designation is preferred.
  • Equivalent combinations of education, designation, training, and senior HR experience will be considered.
  • Experience working in Indigenous organizations, northern communities, public sector organizations, or complex corporate groups.
  • Experience overseeing DCPP, Alberta Blue Cross, benefits, pension, compensation, or total rewards administration.
  • Knowledge of the Inuvialuit Final Agreement, IRC governance structures, northern Indigenous contexts, and community priorities.
  • Experience with HR information systems, HR metrics, policy modernization, workforce analytics, or organizational design.
  • Inuvialuit beneficiaries and northern residents are strongly encouraged to apply.
  • Relevant experience will be given equal consideration to formal education.
