About The Position

Enterprise Community Partners is seeking a strong, experienced housing leader to join our Pacific Northwest Market team to lead all housing programmatic and policy efforts across Oregon and Washington. The Director will oversee, manage and guide the execution of multiple existing high-impact programs to catalyze housing production and preservation, including Home & Hope and the Faith Based Development Initiative, design and implement new housing programs, and lead local and regional policy efforts to advance housing affordability. The successful candidate will be a highly motivated, enthusiastic, effective leader eager to support the Enterprise team and external partners. The position is located in Seattle and will report to the VP, Pacific Northwest Market Leader. This position will oversee multiple junior staff.

Requirements

  • Demonstrated experience designing/administering housing programs, developing or financing affordable housing, or providing technical assistance on land use, development, financing or policy.
  • 10+ years experience in the field of housing and community development.
  • 5+ years of management experience.
  • Familiarity with the federal, state and local policy landscapes related to housing.
  • Well-developed adaptive leadership and problem-solving skills.
  • Strong interpersonal communication and group facilitation skills.
  • Strong organizational skills and demonstrated project management experience, managing complex efforts and diverse teams located across multiple offices.
  • Demonstrated commitment to advancing equitable opportunities for historically underserved communities and addressing persistent inequities.
  • Available for travel across the two-state region.

Responsibilities

  • Manage the performance of visible and impactful housing programs, including the primary responsibility of stewarding multiple contracts totaling millions of dollars, which require significant oversight of fund disbursement, contract management and performance evaluation and reporting.
  • Supervise staff who are supporting several programs and initiatives and manage staff performance through goal setting, ongoing assessment, reporting and communication.
  • Design, develop and lead new initiatives on affordable housing production, preservation and sustainability, including expanding initiatives in new geographies in the multi-state region and support fundraising efforts to resource new opportunities.
  • Lead capacity building, technical assistance, trainings and develop toolkits to strengthen the capacity of the sector – primarily affordable housing developers, community-based organizations, and private and public sector partners.
  • Build the capacity of public agencies through training and technical assistance to improve alignment of capital and services across various programs and platforms to accelerate production and preservation of affordable housing.
  • Lead policy and advocacy strategies across the PNW in Oregon and Washington to accelerate production and preservation of affordable housing, including managing policy and program consultant contract(s) and partnering with the National Director of State and Local policy.
  • Represent Enterprise on various coalitions.
  • Identify and pursue research opportunities and produce research that advances affordable housing production and preservation in the field, including for example research related to financing, resident services, operational sustainability, asset and property management, community development, etc.
  • Partner with Enterprise’s Policy & Development Research team to align research opportunities.
  • Ensure coordination across other key Enterprise PNW program areas – Early Learning Financing and Partner Sustainability.
  • Coordinate relationships with top Enterprise public, private and community development partners.
  • Ensure the work is connected to Enterprise’s national priorities and resources, such as Upward Mobility, Partner Sustainability, the Impact and Evaluation team, Enterprise Community Loan Fund and Enterprise Investments and work with Enterprise’s national team to deliver scalable capital solutions to meet local needs.
  • Participate in office’s leadership team.
  • Guide the development of work plans with senior staff, engender a culture of shared leadership, and ensure the delivery of high-quality programmatic work.
  • Help create effective internal office systems and assist with office operations and guiding administrative support.
  • Support analyzing and improving organizational processes, and work to improve quality, productivity, and efficiency.
  • Cultivate and deepen strategic partnerships with key stakeholders at the national, state, regional and local level.
  • Participate in public speaking opportunities at conferences.
  • Support the Development Director in fundraising activities.
