About The Position

The Director, Head of Global Workforce Management is a senior leadership role responsible for driving the strategic planning, optimization, and execution of workforce capabilities across the Financial Crimes Compliance (FCC) Operations function. Reporting to the Global Head of Financial Crimes Strategy & Oversight, this role operates within the Operations Execution pillar of the Operations Department and serves as a critical enabler of operational efficiency, regulatory compliance, and program scalability. This leader will oversee global workforce strategy, including staffing capacity planning, management information and reporting (MI&R), financial crime systems User Acceptance Testing (UAT), and scenario optimization testing (including Below the Line (BTL) and Above the Line (ATL) testing). The role requires a forward-thinking operator who can integrate data, technology, and human capital strategies to support a high-performing, globally distributed FCC organization.

Requirements

  • 12+ years of experience in Financial Crimes Compliance, Operations, Workforce Management, or related disciplines within a global financial institution.
  • Proven leadership experience managing large, globally distributed teams, including offshore/outsourced operations.
  • Deep expertise in workforce planning, operational analytics, and financial crime systems (e.g., transaction monitoring, sanctions screening).
  • Strong understanding of UAT frameworks, scenario tuning, and regulatory expectations related to financial crime detection programs.
  • Demonstrated ability to lead large-scale transformation initiatives and drive measurable outcomes.
  • Exceptional analytical, strategic thinking, and problem-solving skills.
  • Strong executive presence with the ability to influence senior stakeholders and regulators.

Responsibilities

  • Develop and execute a comprehensive global workforce management strategy aligned to FCC program priorities, regulatory expectations, and global reach.
  • Lead end-to-end staffing capacity planning across onshore and offshore operations, ensuring optimal allocation of resources.
  • Establish scalable workforce models that account for volume fluctuations, emerging risks, and evolving regulatory requirements.
  • Partner with senior FCC and Operations leadership to forecast demand, identify resource gaps, and drive strategic hiring and outsourcing decisions.
  • Oversee the design, development, and delivery of global FCC management information and reporting frameworks.
  • Ensure timely, accurate, and actionable insights to support executive decision-making, regulatory reporting, and operational performance management.
  • Define and track key performance indicators (KPIs) and productivity metrics across FCC operations.
  • Drive continuous enhancement of reporting capabilities through automation, data visualization, and advanced analytics.
  • Lead global UAT strategy and execution for financial crime systems, including transaction monitoring, sanctions screening, and case management platforms.
  • Establish governance frameworks, testing standards, and quality assurance protocols to ensure system changes meet business and regulatory requirements.
  • Partner with Technology, Change Management/Project Management, and Operations teams to ensure seamless system implementation and minimal operational disruption.
  • Drive accountability for defect resolution, testing timelines, and post-implementation validation.
  • Lead Below the Line (BTL) and Above the Line (ATL) testing programs to assess effectiveness, coverage, and efficiency of financial crime detection scenarios.
  • Partner with Design, Tuning and Optimization and Technology teams to ensure alignment with regulatory expectations and model governance standards.
  • Operate as a key leader within the Operations Execution pillar, ensuring alignment between strategy, workforce capabilities, and operational delivery.
  • Establish and maintain governance structures across workforce management, MI&R, UAT, and scenario testing functions.
  • Lead global teams and third-party partners (including offshore delivery centers), ensuring consistent standards, performance, and accountability.
  • Drive continuous improvement initiatives to enhance operational effectiveness, reduce cost, and mitigate risk.
  • Act as a trusted advisor to senior FCC, Compliance, and Operations leadership.
  • Collaborate cross-functionally with Technology, Operations and Vendor Management teams.
  • Provide clear and concise executive-level communication on workforce performance, risks, and strategic initiatives.
  • Foster a culture of accountability, innovation, and continuous improvement across global teams.
