About The Position

This role is responsible for leading and executing the U.S. federal and state government affairs strategy to advance U.S. Animal Health operational priorities. Acting with delegated authority, this role serves as the company’s principal government affairs leader for Animal Health in the United States, advising senior leadership and representing the organization in complex legislative, regulatory, and policy environments. representing BI with federal and state officials on animal health issues. In this role, Director fosters a growth environment for all BI business animal health activities, ensures that the company interacts effectively with multiple constituencies, including patient and provider groups, competitors and key policy making centers within a highly volatile political environment at the federal level. As a member of the Government Affairs and Public Policy leadership management team, the Director of Government Affairs for Animal Health serves as a specialist working with BI internal customers to prioritize BI public policy interests. The position requires creative thinking to identify opportunities and strong management skills to execute plans which enhance profitability through regulation, legislation, and government payment. The Director contributes to BI through short and long term strategic planning using insights about government. The Director overseas a broad portfolio of issues and is responsible for coordinating with Federal Government Affairs, State Government Affairs, Public Policy, and the BI Corporation Political Action Committee. Strong knowledge of industry is a plus.

Requirements

Bachelor's degree; advanced degree a plus.
Minimum of 12 years experience in government or private sector lobbying and advocacy to effectively advance Boehringer business interests in uncertain and changing government funded programs
6+ years of leadership experience (people and/or projects) is required
Strong network in Washington, D.C. and knowledge of regulatory/political landscape to enable access to legislators and staff
Must be legally authorized to work in the United States without restriction.
Must be willing to take a drug test and post-offer physical (if required)
Must be 18 years of age or older

Responsibilities

Leads the development of US federal and state government affairs strategies for the U.S. Animal Health operations that advance the operations through measurable outcomes.
Serves as a principal advisor to the U.S. Animal Health Leadership and Global Animal Health Leadership on U.S. public policy and political developments federally and in the states to identify potential business impacts and opportunities, developing government and public affairs strategies to mitigate risks and create opportunity.
Represents the company in interactions with various animal health constituencies including key state states, Congressional leadership, the Administration, industry trade groups & other stakeholders.
Encourage adoption of Boehringer US Animal Health policy positions by industry trade groups (e.g., AHI) and leverage their lobbying and influence to advance our priorities.
Identifies emerging legislative trends and issues, assessing implications for the Animal Health operations, including financial, regulatory, innovation, commercial and supply, and develop recommendations and strategies for leadership decision-making.
Manages, coaches, and develops team members to support talent growth, succession readiness, and continuity of expertise within a highly regulated and specialized policy environment. Leads through influence by coordinating work across internal partners and external consultants where direct reporting relationships do not exist.
