About The Position

The Financial Management Systems Director, acting as a subject matter expert in finance systems, oversees a portfolio of financial applications. This role is responsible for advancing Finance management systems and applications at an enterprise level. The Director collaborates with stakeholders to optimize system functionality and capabilities, aiming to enhance efficiencies and establish synergy across system platforms. This position acts as the Financial Systems Product Owner for analytics reporting, testing automation, documentation standards, workflow redesign, and enterprise modernization initiatives. Additionally, the role is responsible for directing and prioritizing the work of the Financial Management Systems team.

Requirements

  • Three (3) years of general experience with administrative, technical, analytical, or managerial work demonstrating the ability to perform work involving business processes, financial systems, enterprise applications, project management, systems implementation, systems analysis, or organizational transformation initiatives.
  • Six (6) years of progressively responsible experience in the following:
  • Leading financial systems, enterprise applications, or ERP platforms supporting accounting, finance, budgeting, procurement, payroll, or other business operations.
  • Serving in a leadership capacity (e.g., Product Owner, Systems Owner, Program Manager, Functional Lead, or similar role) responsible for system implementations, enhancements, integrations, upgrades, modernization efforts, and strategic technology initiatives.
  • Analyzing, documenting, and translating business requirements into system solutions, process improvements, functional specifications, and implementation plans.
  • Managing enterprise-wide projects and collaborating with cross-functional teams, stakeholders, vendors, consultants, and business partners to deliver technology and business solutions.
  • Overseeing systems testing, release management, user acceptance testing (UAT), change management, training, implementation, and production support activities.
  • Developing and maintaining system governance, security controls, audit compliance processes, internal controls, and risk management frameworks.
  • Utilizing enterprise data, system integrations, reporting tools, workflow automation, business intelligence solutions, and analytics to support financial reporting, budgeting, forecasting, operational performance, and regulatory compliance.
  • Leading strategic initiatives, managing competing priorities and project portfolios, communicating with executive leadership, and supervising professional, technical, and functional staff.
  • Experience with all facets (process, workflow, configuration, etc.) of financial systems.
  • Candidates must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain such will result in termination.

Nice To Haves

  • One year of related academic study above the high school level may be substituted for nine (9) months of experience, up to a maximum of a four-year bachelor’s degree in Accounting, Finance, Information Systems, Business Administration, Computer Science, Data Analytics, or a related field for three (3) years of general experience.

Responsibilities

  • Designs, manages, evaluates, and implements workflows, processes, and systems that deliver efficient and effective finance and administrative support.
  • Leads the financial systems team as the primary financial system Product Owner to maximize investments, drive positive enhancements, continuous improvement, adoption, and change management.
  • Delivers business capabilities.
  • Serves as the Finance main point of contact with IT for all Financial systems, partnering to ensure successful integration with other systems (internal and external), troubleshooting inbound and outbound integrations with Finance systems, and managing priorities for Finance system requests including new functionality, reporting, customizations, and integrations.
  • Contributes to the overall success of application systems by participating in the generation, development, and analysis of financial and operational reports, and by providing support to finance management and business leaders.
  • Owns, prioritizes, and manages the financial system backlog of changes. Translates business requirements into backlog entries and specifications.
  • Leads and/or participates in projects, including identifying and analyzing business needs, business case development, project planning and management, functional specification documentation, solution design and implementation, test planning and execution, deployment, and post-deployment support.
  • Incorporates feedback from users and stakeholders into the product backlog to guide future enhancements and prioritization.
  • Partners with cross-functional teams to address decision points/action items from business partners and vendors and refers to management for resolution where applicable.
  • Actively participates in Pre and Post Go Live Conversion efforts.
  • Provides key financial system subject matter expertise and knowledge around data-flow and enterprise integrations with other producers and consumers of data.
  • Participates in monthly release management and user acceptance testing, creates test cases, and manages user acceptance testing.
  • Trains customers and system end-users on processes/functionality, and trains new system users.
  • Participates in and approves upgrades to the production and test environments.
  • Performs in-depth research and is an authoritative resource on industry and market trends relative to the implementation of financial systems technology.
  • Acts as a positive change advocate during system and process transitions.
  • Manages the development and communication of planning objectives, strategies, and timelines and provides support to end users.
  • Leads and directs long-term adoption strategies for new system functionality.
  • Creates, documents, and manages project-related testing efforts.
  • Acts as a liaison between all partners and end users to ensure clear communication related to upgrade status to all stakeholders.
  • Conducts trend analysis and monitors improvements to financial systems.
  • Shares information and updates about changes across financial teams and to the broader organization as applicable.
  • Ensures compliance with regulatory, policy, procedural, and audit requirements.
  • Coordinates communication and system change impacts across departments.
  • Manages Financial systems steady state to ensure system data security, integrity, accuracy, and compliance (PII, Segregation of Duties, etc.). Oversees maintenance of data, ensuring accuracy and correction to historic data as required, including monitoring of systems for adherence to company policies and procedures. Assures that data and reports are available in a timely manner.
  • Acts as a resource to troubleshoot all Finance system-related discrepancies and provides problem resolution.
  • Responsible for team training, and the distribution/prioritization of projects and ad hoc requests.
  • Leads the development, delivery, and maintenance of Finance end-user training and education.
  • Performs other duties as assigned.
  • Files a Financial Disclosure Report (OGE) Form 450, as required.
