About The Position

HL7 International is seeking a Director, FHIR Technical Ecosystem to provide sustained and resilient ownership of FHIR's technical foundations, including build, validation, and publication tooling, the publication infrastructure, the implementation-guide framework, and the associated body of knowledge. This role is crucial for ensuring the dependability of FHIR's technical machinery and the distribution and documentation of the knowledge behind it. The Director will focus on continuity by building documented practices, distributed technical ownership, and succession planning into critical technical functions. The position is part of the Standards Development division, reporting to the CSDO, with close coordination with the FHIR Product Director and Deputy FHIR Product Director. The role also involves collaboration with senior leadership on business development, supporting the Standards Implementation division as a technical subject-matter expert, and coordinating with the Contributor Engagement Lead on community aspects. This is a global remote position requiring travel to HL7 meetings and industry events.

Requirements

  • Substantial experience in health IT, interoperability, and standards, including technical program and people leadership.
  • Strong understanding of FHIR tooling, publication, and the specification lifecycle.
  • A track record of building resilient technical operations and reducing key-person risk through documentation, distributed ownership, and succession.
  • Experience directing software and tooling maintenance, whether through employees, contractors, or shared technical services.
  • Excellent written communication and the ability to make technical operations understandable to technical and non-technical audiences.
  • Demonstrated commitment to open, community-driven development.
  • Track record of successful business development initiatives.

Responsibilities

  • Set direction, resourcing, and resilience strategy for FHIR build, validation, and publication tooling and infrastructure.
  • Ensure tooling and infrastructure are actively maintained, with no critical component dependent on a single person.
  • Ensure the resourcing and resilience of terminology services infrastructure.
  • Provide direction for the integrated set of infrastructure the community relies on to develop standards, ensuring coherence between FHIR publication infrastructure, GitHub repositories, build infrastructure, JIRA infrastructure, and documentation platforms.
  • Ensure systems work together as a dependable pipeline from proposal to publication, facilitating smooth development activity for Work Groups.
  • Own the health, integration, and evolution of the toolchain connecting standards-development work and published specifications.
  • Manage changes to systems (e.g., repository structure, workflow, build process) to support the community.
  • Own the implementation-guide authoring framework, quality expectations, and consistency standards.
  • Produce specific implementation guides for adoption programs and support implementers.
  • Establish documented practices, distributed technical ownership, and succession across critical FHIR technical functions.
  • Capture and maintain the operating knowledge behind FHIR's tooling and publication.
  • Contribute FHIR subject-matter expertise to HL7 education and certification.
  • Serve as a senior FHIR technical subject-matter expert to the Standards Implementation division's funded work, grants, and consulting.
  • Co-lead business development initiatives with other members of HL7’s leadership and management.
  • Supervise and develop technical and program staff responsible for FHIR tooling and publication, setting priorities, managing performance, and building a collaborative team.
  • Manage budgets, timelines, risks, and dependencies for FHIR technical operations.
  • Coordinate with the FHIR Product Director on requirements and priorities, the Deputy FHIR Product Director on process and terminology, the Contributor Engagement Lead on community, and the Standards Implementation division on adoption.
