The Department of Housing Preservation and Development (HPD) is the nation's largest municipal housing agency, responsible for overseeing housing standards, building and preserving affordable housing, protecting tenants, and holding landlords accountable across New York City. HPD is committed to making New York City a more affordable place for renters and homeowners through various tools including standards enforcement, tenant resources, and the creation of new affordable housing. The Office of Development (OOD) within HPD leads the agency's efforts in creating and preserving housing in collaboration with other agencies. The Division of Preservation Finance, a part of OOD, administers multiple financing programs aimed at improving the financial and physical conditions of privately-owned multi-family and single-family buildings, and preserving or creating affordability through low-cost loans and property tax benefits.
