About The Position

Carnegie Mellon University (CMU) is seeking a Director of the Export Control Program within the Office of the Vice President for Research (OVPR). The OVPR supports research administration and policy for all colleges, schools, and affiliated centers and institutes, fostering an innovative research environment. This role is crucial for CMU's research security infrastructure, leading a comprehensive export control compliance program. The Director will ensure adherence to university, state, and federal policies and regulations, including ITAR, EAR, and OFAC, by working with faculty, staff, and affiliated entities across all CMU campuses.

Requirements

  • Bachelor’s degree required.
  • A minimum of three (3) years of relatable work experience in export controls, export compliance, international trade frameworks and/or international shipping.
  • Demonstrated ability in Export compliance and/or international trade frameworks.
  • Experience with international export compliance, US Export Administration Regulations, International Traffic in Arms Regulations and/or other trade frameworks.
  • Experience conducting audits and trainings for staff on export regulations.
  • Experience advising on licensing, documentation and international shipments.
  • Successful background check.

Nice To Haves

  • Master's degree is desirable.
  • Experience leading and managing teams is desired.
  • Certified Export Compliance Professional certification (CECP) is preferred but not required.
  • A combination of education and meaningful experience from which comparable knowledge is proven may be considered.

Responsibilities

  • Leads a comprehensive export control compliance program across all CMU campuses.
  • Serves as the unit liaison to institutional stakeholder groups and coordinates with other institutional compliance programs.
  • Communicates challenges to senior leadership.
  • Prepares, or oversees preparation of, compliance documentation and filings, including applications for export control licenses.
  • Coordinates adherence to applicable terms and conditions.
  • Advises the CMU community on export control issues and provides guidance on high priority reviews/initiatives.
  • Conducts periodic quality assurance reviews of export control documents, processes, and procedures.
  • Revises the export compliance program to respond to changing needs and requirements.
  • Develops and implements effective and efficient export control policies, procedures, and strategies.
  • Directs strategic planning initiatives and creates unit objectives and goals.
  • Develops, manages, implements, and maintains training and mentoring for the research community on research compliance.
  • Ensures training programming meets applicable state, federal, and sponsor requirements.
  • Develops and implements risk-based compliance monitoring activity.
  • Investigates reported or suspected export violations.
  • Formulates university responses to external reviews and findings.
  • Collaborates with university legal counsel as needed.
  • Manages staff assignments and department resources.
  • Exercises supervisory authority, including hiring, promoting, and managing performance.
