About The Position

At Torngat Metals, we are developing the Strange Lake project to meet the urgent global demand for responsibly sourced rare earths that are essential to the energy transition. We are currently seeking talented individuals who are eager to contribute to our highly strategic project and play a role in shaping a resilient and responsible rare earth industry in Canada. Torngat Metals is seeking an experienced Director of Engineering to join its team, based in Montreal. Reporting to the Vice President of Projects, this senior leadership role is responsible for directing and delivering detailed design and field engineering across all project scopes, including the mine, beneficiation plant, main road, marine port, and refinery. The Director of Engineering provides strategic technical leadership and management oversight throughout the engineering lifecycle, from detailed design through construction support and commissioning. This position requires extensive experience in large-scale EPCM or owner-led capital project environments, with a proven ability to integrate engineering workstreams across multiple disciplines and project components. The role involves close coordination with Procurement, Project Controls, Environmental, Community, and Construction teams to ensure technical integrity, regulatory compliance, and project delivery in accordance with approved schedules and budgets.

Requirements

  • Bachelor’s degree in Engineering (Civil, Mechanical, Chemical, Mining, or related discipline); Professional Engineer (P.Eng.) designation required.
  • Bilingualism (English and French) is required.
  • 15+ years of engineering experience, with a minimum of 5 years in a senior engineering leadership role on large capital projects (CAD $500M+).
  • Demonstrated experience managing detailed design and field engineering on complex industrial or mining projects, including facilities such as beneficiation plants, hydrometallurgical refineries, or mine infrastructure.
  • Experience with owner’s team, EPCM or IPD project delivery models, including management of engineering contractors and multi-discipline design teams.
  • Strong knowledge of engineering governance, design management practices, quality assurance, and configuration control.
  • Familiarity with Canadian environmental assessment processes, permitting requirements, and regulatory frameworks applicable to mine development projects.
  • Proven ability to lead cross-functional teams in a fast-paced, project-driven environment with competing priorities and tight schedules.
  • Excellent written and verbal communication skills, with the ability to translate complex technical information for non-technical audiences.

Responsibilities

  • Lead and manage all detailed design and field engineering activities across the mine, beneficiation plant, road, port, and refinery scopes, ensuring technical excellence and alignment with project objectives.
  • Establish and maintain engineering governance frameworks, design standards, and technical specifications applicable to all project components.
  • Direct a multidisciplinary engineering team comprising internal staff, Consultants, and Contractor’s personnel across civil, structural, mechanical, electrical, instrumentation, process, and environmental disciplines.
  • Review and approve key engineering deliverables, including design basis, process flow diagrams, P&IDs, general arrangement drawings, specifications, and design calculations.
  • Manage the engineering scope of work, identifying risks, value engineering opportunities, and technical alternatives that optimize cost, schedule, and constructability.
  • Oversee field engineering activities during construction, providing engineering judgment and design clarifications to resolve site queries and non-conformances in a timely manner.
  • Coordinate engineering input to commissioning and start-up planning, including the development of commissioning procedures and system turnover documentation.
  • Ensure engineering deliverables are issued on schedule and at the appropriate level of completeness to support procurement, construction, and regulatory milestones.
  • Provide technical leadership to support the procurement of major equipment and services, including development and review of technical specifications, datasheets, and material requisitions.
  • Participate in bid technical evaluations, clarifications, and vendor selection processes for critical and long-lead equipment packages across all project scopes.
  • Review and approve vendor drawings and documentation submittals, coordinating discipline engineers to ensure timely and complete technical review cycles.
  • Interface with the Procurement team to define technical requirements, support supplier qualification, and resolve technical issues arising during equipment fabrication and delivery.
  • Coordinate engineering input to contract scopes of work, technical exhibits, and inspection and test plans (ITPs) for major procurement packages.
  • Provide engineering input and technical data to support the preparation and submission of the Environmental Impact Assessment (EIA) and associated regulatory filings, including project descriptions, design data, and engineering studies.
  • Collaborate with the Environmental team to ensure engineering designs incorporate environmental mitigation measures, commitments, and applicable regulatory requirements.
  • Support permit applications, agency consultations, and regulatory approval processes by providing engineering information and responding to technical queries from authorities.
  • Ensure all engineering activities and design solutions comply with applicable federal, provincial, and territorial environmental legislation and permit conditions.
  • Coordinate with Indigenous communities and local stakeholders on engineering matters as required, providing technical clarity and project information.
  • Manage the engineering budget and forecast, tracking expenditures against approved allocations and providing timely variance reporting to project leadership.
  • Maintain engineering progress metrics and deliverable tracking systems, reporting schedule performance, forecast completion, and risks to the VP of Projects on a regular basis.
  • Participate in project risk reviews, contributing engineering assessments to the project risk register, and supporting development of mitigation plans.
  • Support preparation of project stage-gate submissions, project execution plans, and progress reports for internal and external stakeholders.
  • Act as the Owner’s Representative for engineering within EPCM or Integrated Project Delivery (IPD) model, exercising technical authority on behalf of Torngat Metals and maintaining clear accountability for engineering decisions, approvals, and performance across all project delivery partners.
  • Coordinate engineering interfaces with Construction, Logistics, Operations Readiness, and Community teams to support integrated project delivery.
  • Represent engineering in project leadership meetings, steering committees, and external forums as required.
  • Support the development of engineering talent within the project team, fostering a culture of technical rigor, collaboration, and continuous improvement.
