About The Position

Under the supervision of the Vice President/Executive Director of Adult Services, the Director, Employment & Community Inclusion is responsible for carrying out the objectives of development, evaluation, training, and service delivery while maintaining high standards of programming consistent with licensing requirements, regulations, and NCIA policy. The Director is responsible for hiring and supervising staff employed in the NCIA Meaningful Day Program. This full-time position provides comprehensive coordination and facilitation of all operational components of the Meaningful Day Program.

Requirements

  • Master's degree from four-year college or university; with 8 years’ experience working with adults with an intellectual disability in employment/day support settings
  • Ten (10) years supervisory experience with 5 years at a senior level, or commensurate combination of education and experience.
  • Must be able to successfully complete a criminal background check, fingerprinting, and drug screening.
  • Valid Maryland Driver’s License with less than 3 points
  • Ability to read, analyze, and interpret the most complex documents.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to write speeches and articles using original or innovative techniques or styles.
  • Ability to deliver effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference and to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Ability to work with nonverbal symbolism, including formulas, scientific equations, graphs, and musical notes, in its most complex forms.
  • Ability to work with a variety of abstract and concrete variables.
  • Strong time-management, interpersonal, leadership, organizational, and motivational skills.

Responsibilities

  • Develops, coordinates, and implements all facets of Meaningful Day’s day-to-day operations and oversees all program activities.
  • Develops and motivates high-performing teams; provides supervision, mentoring, and professional development opportunities; and promotes an atmosphere of quality customer service and excellence in service delivery.
  • Develops effective working partnerships and customer relationships with state agencies, funding sources, community providers, community employers, and individuals and families.
  • Manages program budget, revenue, and expenses and monitors compliance with budget guidelines.
  • Participates in long-term program planning and recommends timelines and resources needed to achieve strategic goals.
  • Monitors compliance with NCIA policies and all relevant regulatory requirements, including COMAR and applicable local health and fire department regulations.
  • Designs and strategically implements the transformation of NCIA’s current day and employment service supports to meet HCBS waiver requirements and DORS and EWP employment objectives.
  • Ensures all programming aligns with the CMS Final Rule, LTSS Maryland, and the Community Settings Rule.
  • As part of the strategic plan, develops program performance metrics and consistently achieves a minimum success rate of 90%.
  • Applies continuous-improvement methods and makes timely course corrections as required.
  • Assists with development of the annual program budget within NCIA’s financial systems; develops program staffing and activities within budget parameters; and manages income and expenses to support program quality and financial health.
  • Evaluates, implements, and creates workflows for the software system used to track and monitor documentation of service needs in accordance with each Person-Centered Plan.
  • Ensures services provided meet LTSS billing requirements so the Agency bills accurately for services delivered.
  • Builds and nurtures relationships with private employers to create pathways to competitive community employment opportunities for adults with disabilities.
  • Leads implementation of NCIA’s goals for community employment, customized employment, business ownership, volunteerism, and meaningful community-development activities for people receiving supports.
  • Participates in recruiting, hiring, orientation, training and development, supervision, evaluation, disciplinary actions, and termination of staff.
  • Oversees management of the contracted temporary workforce.
  • Develops and updates the Meaningful Day operations manual and communicates NCIA and Meaningful Day policies and procedures to staff, individuals, and caregivers.
  • Ensures all staff adhere to NCIA policies and regulatory requirements regarding confidentiality, abuse, neglect, and the fundamental rights of individuals.
  • Promotes individuals’ values and rights by implementing immediate corrective action to resolve identified problems.
  • Meets regularly with the Executive Director to review progress and concerns regarding the Meaningful Day Program.
  • Reviews payroll, budgets, and other fiscal items to ensure accuracy and compliance with NCIA policies and U.S. Department of Labor wage-and-hour laws.
  • Maintains records, prepares reports, and composes correspondence related to the work.
  • Attends scheduled administrative meetings and holds regular staff meetings.
  • Serves as liaison between the community and the Meaningful Day Program.
  • Performs other related duties as assigned by the Executive Director.
