About The Position

The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This position provides professional support in the administration of the Department’s employee relations program by serving as an advisor and consultant to Appointing Authorities, DPSCS Executive Leadership, and employees. The incumbent is responsible for resolving disputes between employees, and disciplinary cases, including terminations, with Appointing Authorities, the Office of Administrative Hearings (OAH), and hearing boards under provisions of the Correctional Officer’s Bill of Rights. The incumbent serves as a subject matter expert and has vast knowledge of employment laws, including but not limited to State Personnel and Pensions Titles 10, 12 and 17; Family and Medical Leave Act; Federal and State EEOC regulations; Americans with Disabilities Act; Injured Worker Insurance Fund; collective bargaining agreements, such as AFSCME MOU, and agency personnel management directives.

Requirements

  • A Bachelor’s degree from an accredited college or university in Human Resources, Business Management or Administration, Industrial Organizational Psychology or related field.
  • Five (5) years of experience in Human Resources.
  • Four (4) years of this experience must have been professional HR experience involving Employee Relations, including making determinations based on related employment law and regulations, reviewing employee grievance and disciplinary matters, conducting grievance and disciplinary investigations, and representing management before an administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting.

Responsibilities

  • Interpreting and applying agency personnel management policies and procedures, as well as applicable federal/state employment laws.
  • Advising management on labor agreements and contracts during and outside of negotiation periods; ensuring that policies are consistent with union agreements.
  • Develops, reviews, and updates human resource policies in compliance with DBM policies, union agreements, and federal and state law.
  • Collaborating with key stakeholders and facilitating multi-disciplinary team meetings to ensure consistency in the application of policies and disciplinary actions.
  • Planning, organizing, and directing a team of professional staff responsible for administrating the Department of Public Safety and Correctional Services employee relations programs.
  • Providing technical assistance to management advocates to ensure completion of assignments.
  • Training and coaching when applicable.
  • Conducting investigative inquiries, conducting interviews, and preparing case findings.
  • Coordinating settlement conferences.
  • Litigating cases in administrative or judicial proceedings.
