About The Position

The Director of Data Strategy & Governance is responsible for shaping and executing the organization’s data agenda across the full healthcare staffing lifecycle. This role serves as the strategic and operational backbone of the data function, owning data strategy, governance, quality, and semantic modeling. This role ensures the foundational infrastructure of trusted, well-governed, and consistently defined data, bridging strategic vision with operational discipline. The Director, Data Strategy & Governance builds and manages a robust data portfolio that powers competitive intelligence, workforce placement, and client outcomes, while ensuring data accuracy, trust, and consistent understanding across the enterprise.

Requirements

  • Bachelor’s degree in data science, business, computer science, or a related field required
  • 10+ years of progressive experience in data roles, with at least 3 years in a director-level or equivalent leadership position required
  • Experience in healthcare staffing, healthcare technology, or a closely related industry required
  • Demonstrated success building and executing data strategy roadmaps in a commercial or operationally complex environment.
  • Experience evaluating, procuring, and activating third-party data products with measurable business outcomes.
  • Proven track record designing and operating enterprise data governance programs, including data quality, metadata management, and access controls.
  • Familiarity with cloud data architecture and modern data stack tooling (e.g., AWS, Azure, GCP, Snowflake, Databricks, dbt, Atlan, Collibra)
  • Strong financial acumen; able to build and defend ROI models for data investments
  • Working knowledge of graph database technologies (e.g., Neo4j) or knowledge graph platforms
  • Ability to support or collaborate on AI/ML and data product initiatives
  • Working knowledge of healthcare data standards such as HL7 FHIR, NPI/NPPES taxonomies, or CMS datasets.
  • Familiarity with semantic modeling, knowledge graphs, or ontology design.
  • Working knowledge of Microsoft Word, Excel, PowerPoint, Outlook, and Teams
  • Working knowledge of Salesforce or relative CRM systems
  • Ability to effectively manage multiple competing priorities in a fast-paced environment

Responsibilities

  • Develop and maintain a multi-year data portfolio roadmap aligned to business priorities, partnering with product, technology, and business leaders to ensure integration with broader platform, AI, and capability investments.
  • Inventory and assess existing first-party data assets—applicant tracking, placement records, credentialing data, client engagement history—and identify gaps relative to strategic use cases.
  • Define a prioritized pipeline of second- and third-party data investments, sequenced by expected impact and cost of acquisition.
  • Present quarterly roadmap updates to the VP, Data and senior leadership, including portfolio health, progress against milestones, and emerging opportunities.
  • Lead structured evaluations of external data providers using a standardized framework assessing data quality, coverage, refresh cadence, licensing terms, and total cost of ownership across provider supply, demand signals, compensation benchmarks, geographic overlays, and financial performance datasets.
  • Negotiate data licensing and partnership agreements in collaboration with Legal and Procurement.
  • Manage ongoing vendor relationships, including periodic renegotiations and performance reviews.
  • Maintain and socialize a living catalog mapping datasets to prioritized business use cases to drive adoption and maximize the value of data investments.
  • Prior to investment, develop expected ROI models for each proposed dataset, quantifying projected revenue impact, cost savings, or efficiency gains using clearly documented assumptions.
  • Instrument datasets post-implementation to capture actual utilization and business outcomes.
  • Conduct regular ROI reconciliations comparing projected to actual value; use findings to refine future investment decisions and prioritization criteria.
  • Collaborate with Finance to establish shared definitions, tracking methodologies, and reporting standards for data investment ROI.
  • Define, enforce, and operationalize enterprise data quality standards across critical data domains by implementing automated monitoring, establishing SLAs, prioritizing remediation, and embedding quality accountability within data‑producing teams.
  • Design and govern an enterprise data controls framework covering access management, retention, classification, lineage, and incident response, ensuring compliance with HIPAA and applicable state privacy laws in partnership with Security, Legal, and Compliance.
  • Establish and govern a business glossary and data dictionary covering all critical data elements, ensuring shared definitions are accessible to both technical and business users.
  • Lead cross-functional working groups to resolve definitional conflicts and drive alignment on key business metrics (e.g., active placement, fill rate, time-to-start).
  • Partner with BI, analytics, and data product teams to ensure consistent metric definitions are reflected in reporting layers, self-service tools, and data products.
  • Implement and enforce naming conventions, classification taxonomies, and metadata standards across the data platform.
  • Own the design and evolution of the enterprise semantic model—the canonical representation of business entities, attributes, and relationships across the healthcare staffing domain.
  • Drive adoption of a knowledge graph or ontology layer connecting core entities such as providers, facilities, specialties, geographies, contracts, and credentialing requirements.
  • Partner with data engineering and platform teams to ensure the semantic model is implemented in downstream systems, including the data warehouse, lakehouse, and API layers.
  • Leverage the semantic model to power more accurate search, matching, and AI/ML features that depend on structured entity understanding.
  • Align the semantic model with industry standards where applicable (e.g., NPI taxonomies).
  • Coaches and develops associates to achieve maximum performance
  • Interviews and selects candidates for hire; implements associate engagement strategies
  • Maintains the overall efficiency and effectiveness of the team
  • May work on special projects or other duties as assigned
