About The Position

This position is responsible for managing the IAA’s Inspection Team comprising both permanent staff and contract staff, including inspectors, construction schedulers, and materials testing staff, as well as oversight of the IAA’s Work Permit Process. The Director of Construction is responsible for workload distribution for the IAA’s inspectors and contract personnel, monitoring of construction activities for compliance with permits and all applicable standards and regulations, ensuring consistent procedures and processes are both developed and followed. The incumbent will ensure goals for the department are implemented as well as recommend improvements to existing policies/procedures. Provide regular updates to internal and external clients on construction progress with emphasis on areas of concern or which require particular coordination. The individual will maintain positive working relationships and interactions with internal departments and external tenants and the general public; liaising with various external regulatory agencies to ensure projects comply with the requirements relevant to existing and current jurisdictional interest.

Requirements

  • Bachelor’s degree from an accredited university in architecture, engineering, construction management, planning or a related field or a combination of education and work experience equivalent
  • Minimum ten (10) years of experience in construction related to facilities, roadways and utilities
  • Seven to ten (7-10) years of experience in supervising direct reports.
  • Previous knowledge of airport construction – airfield would be preferred
  • Previous experience within a municipal building permit process
  • Strong management skills
  • Strong written and oral communication skills
  • Ability to work across multiple service areas to include design and planning functions
  • Ability to consistently deliver accurate information, data and analysis
  • Ability to function in a high pace, diverse project type and project delivery environment
  • Proven track record of successful management of project delivery
  • Relationships with construction organizations to bring best practices to IAA

  • Previous knowledge of airport construction – airfield would be preferred

Responsibilities

  • Lead a well-managed construction team which consist of IAA and outside inspectors, testing labs, contract specialists and any other related construction personnel within budget and aligned to the strategic plan with respect to construction compliance
  • Provide oversight and direction to direct reports. Coach, counsel, mentor and develop direct reports, including oversight of performance reviews and providing career development planning and opportunities.
  • Empower direct reports to take responsibility for their job and goals, delegating responsibility and expecting regular feedback and accountability.
  • Lead direct reports to regularly exercise the organization’s five (5) Strategic Pillars of Customer Service, Economic Development, Stability & Sustainability, Workforce Development and Community Engagement.
  • Works with Manager of Construction to ensure construction team provides the requisite level of service and adheres to all applicable guidance on construction
  • Oversees the IAA’s Work Permit Process, ensuring compliance to all applicable guidance, status on Work Permits, and archival of expired/completed Work Permits.
  • As needed, advices the Deputy Senior Director, Planning and Development or his his designees on the development of the five (5) year Capital Improvement Plan (CIP)
  • Ensure compliance with applicable IAA design and construction standards
  • Ensures all construction and facility alterations comply with appropriate building codes and regulatory requirements
  • Works with the Leadership to maintain, and as needed revise, all the IAA design and construction standards
  • Ensure construction compliance reviews to issue the requisite facility alternation permits, inspection of construction in progress and finished permit occupancy/use of projects and verification of close out requirements to report compliance
  • Provides direction and guidance to engineering, environmental, procurement and other departments on constructability and construction impacts that would influence project development and implementation.
  • Provide input to the development of design concepts and capital budgeting with regard to best practices and lessons learned
  • Implement and update the airport construction code manual and Tenant Improvement Manual as required
  • Coordinate service level agreements with airport operations department for construction compliance from contractors that provide services to the IAA
  • Build positive relationships with external agencies, customers, consultants, and contractors
  • Facilitate effective processing methods for construction permits and engage in constructive resolutions with compliance issues
  • Provide input to project construction estimates, budgets, forecasts, schedules and construction documents for compliance with IAA operations and procurement, FAA and state and local requirements
  • Facilitate achievement of construction compliance in accordance with the obligation of the contract
  • Attend selected design review meetings to understand and monitor proposed design solutions for upcoming IAA construction projects
  • Attend selected construction progress meetings to maintain contact with key construction players, and stay current on the status of all aspects of IAA construction projects
  • Initiate actions to improve service delivery for stakeholders of other internal departments
  • Review, monitor and assess compliance for each project design and its construction in accordance with policies and procedures, requirements and applicable regulations and standards
  • Utilizes authority to accept, reject, revise or stop construction work judiciously and consistently while enforcing the responsibilities of the position
  • Enforce health & safety and project quality delivery of all construction activities
  • Manage and update the work permit program as needed
  • Provide direction and problem-solving techniques to promote, on time, on budget and quality driven construction projects
  • Provides input and directional objectives to achieve departmental strategic objectives in line with IAA strategic goals
  • Perform any other function as assigned
  • Perform all of the essential functions of the job outlined above without creating a direct threat to the safety of oneself, subordinates or other person(s) in and around the airport
