Requirements

  • Civil Engineering background preferred, or equivalent hands‑on roadway construction experience
  • 15+ years of experience in civil construction, with a strong focus on roadway works
  • Proven experience delivering urban roadway projects in constrained environments
  • Strong background in complex staging, traffic management, and utilities coordination
  • Experience in Alliance, Design Build, Progressive Design Build, and/or P3 delivery models
  • International experience acceptable were aligned to comparable urban Alliance/DB/P3 projects
  • Strong collaborator with the ability to influence design and delivery teams
  • Excellent communication and stakeholder management skills
  • Ability to work under pressure, prioritize competing demands, and support large, multi‑section projects

Responsibilities

  • Direct and be accountable for all pre-execution planning activities to ensure all necessary construction packages have been readied and available for use.
  • Responsible for all site execution matters, including direct-hire and subcontracted labour supervision, safe and timely performance of the work, and ensuring quality standards are upheld.
  • Serve as the critical interface between design, utilities, traffic, planning, and construction, influencing early decisions to reduce downstream risk and ensure seamless transition into delivery.
  • Lead the Roads execution team across all sections once the project moves into construction.
  • Develop means and methods, sequencing and staging, and general construction methodology for road and guideway construction in utility-dense urban environments.
  • Prepare and staff a construction team made of experienced and capable supervisory personnel.
  • Liaise with engineering staff to ensure constructability of designs.
  • Develop hiring plan and ensure labour relations issues are pro-actively managed.
  • Responsible for all site execution matters, including the timely performance of the work.
  • Accountable for all site safety and human performance issues, and for collaborating with the project Safety Manager.
  • Maintain a positive relationship with client construction counterpart.
  • Accountable for ensuring all project execution resources have received the required training.
  • Identifies succession plans for key individuals and implements necessary steps to train these individuals.
  • Ensure work is performed within quality system requirements.
  • Involvement in developing and ensuring compliance to staff training roster.
  • Ensure verification of Supervisor qualifications.
  • Ensure a strong safety culture is reinforced continuously.
  • Other duties as assigned.
