About The Position

The Director, Construction Project Management is a key member of the Owner’s Project Team and provides comprehensive oversight and leadership for construction activities on semiconductor fab projects, including new fab construction, facility expansions, cleanroom projects, and supporting infrastructure. The role requires an understanding of the complete project delivery lifecycle, including engineering, procurement, construction, commissioning, and Environmental, Health, Safety & Security (EHSS). As the Owner’s construction representative, the Director ensures that engineering partners, EPC/EPCM contractors, construction management firms, subcontractors, and suppliers meet project safety, technical, quality, cost, and schedule expectations. The Director maintains visibility of project execution, identifies risks, challenges contractor performance, coordinates interfaces, and helps ensure decisions support the Owner’s business objectives and delivery of a safe, operational, and reliable semiconductor facility. Safety is the highest priority. The role establishes a strong safety culture, provides visible leadership, and integrates EHSS requirements throughout project delivery. The position oversees owner-team leadership and project execution; engineering development and constructability; procurement and contract strategy; construction and field management; EHSS; schedule, cost, and project controls; quality, commissioning, and operational readiness; and coordination among project stakeholders. It provides project leadership with fact-based updates on execution status, risks, mitigation, and recovery strategies, and ensures construction is aligned with operational readiness, fab ramp-up, and business priorities.

Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related technical discipline.
  • Typically 15+ years of relevant experience in major industrial, high-technology, pharmaceutical, data center, or semiconductor construction projects, including substantial leadership experience on complex capital projects.
  • Demonstrated experience in semiconductor fab construction, cleanroom facilities, advanced manufacturing, or similarly complex industrial environments.
  • Experience working within an Owner’s Project Team, EPC/EPCM organization, or major construction management organization.
  • Strong understanding of the complete project delivery lifecycle, including engineering, procurement, construction, commissioning, and project controls.
  • Ability to oversee multiple contractors and packages while maintaining an integrated view of project execution.
  • Strong knowledge of construction methodologies, sequencing, constructability, installation planning, field coordination, and interface management.
  • Demonstrated EHSS leadership in complex construction environments, including high-risk work management and contractor safety performance.
  • Experience with contract management, procurement processes, change management, schedule control, cost management, and quality assurance.
  • Strong understanding of semiconductor facility infrastructure, cleanroom requirements, process utilities, and tool-installation interfaces.
  • Excellent leadership, communication, negotiation, decision-making, and problem-solving capabilities.
  • Ability to constructively challenge contractor performance and influence senior stakeholders without relying solely on direct reporting authority.

Nice To Haves

  • Project management skills, including the ability to innovate and execute solutions that matter and navigate ambiguity.
  • Strong written and verbal communication skills.
  • Strong planning and organizational skills.

Responsibilities

  • Act as the Owner’s primary construction representative and provide leadership and oversight across construction-related project activities.
  • Maintain an integrated understanding of engineering, procurement, construction, commissioning, cost, schedule, quality, and EHSS performance.
  • Align construction execution with Owner objectives, business requirements, operational readiness, and strategic priorities.
  • Set expectations, governance, reporting structures, and performance-management processes for project partners and contractors.
  • Challenge contractor plans, execution strategies, staffing, productivity, and performance; identify risks and drive corrective actions or escalation.
  • Coordinate Owner engineering, procurement, construction, project controls, quality, EHSS, commissioning, and operations teams; provide leadership with fact-based execution updates.
  • Oversee engineering development and ensure designs address constructability, sequencing, field execution, safety, quality, cost, schedule, logistics, access, and temporary works.
  • Identify and resolve design gaps, interdisciplinary clashes, scope overlaps, and interface issues; coordinate engineering disciplines and support design, constructability, risk, and value-engineering reviews.
  • Ensure engineering deliverables, specifications, drawings, and material requirements are released in line with construction and procurement needs; manage review and communication of field changes.
  • Maintain visibility of procurement strategies, bid packages, contract awards, long-lead equipment, critical materials, supplier commitments, and potential supply-chain constraints.
  • Coordinate with Procurement, Contracts, Engineering, and Project Controls to ensure contract scopes, interfaces, deliverables, schedules, quality requirements, and EHSS expectations support the execution strategy.
  • Support bid evaluations and contractor selection, and help manage scope gaps, change orders, commercial risks, and contractual interfaces.
  • Lead and oversee safe, efficient construction execution in accordance with approved plans and specifications.
  • Establish and enforce construction execution plans, sequencing, work-front readiness, logistics, and contractor coordination processes across construction packages and fab systems.
  • Coordinate cleanroom readiness, equipment installation interfaces, automated material handling systems, inter-fab connections, and tool-installation requirements.
  • Monitor contractor productivity, manpower, work-front availability, material readiness, installation quality, and schedule performance; conduct site inspections, coordination meetings, field walks, and performance reviews.
  • Resolve construction constraints, field conflicts, rework, and interface issues; control construction changes, permits, work authorizations, temporary facilities, and site logistics.
  • Demonstrate visible EHSS leadership and establish safety expectations, accountability, and a culture of prevention across contractors and site partners.
  • Integrate EHSS requirements into engineering reviews, procurement, contractor selection and mobilization, construction planning, and field execution; coordinate with the EHSS organization.
  • Ensure implementation of job hazard analyses, pre-task planning, safety briefings, permit-to-work systems, risk assessments, and controls for high-risk and semiconductor-specific hazards.
  • Conduct safety walks, leadership engagements, inspections, and site observations; engage workers and contractor leaders, investigate incidents and near misses, and ensure corrective and preventive actions.
  • Stop unsafe work when needed, challenge inadequate safety performance, promote stop-work authority and workforce engagement, and ensure compliance with legal, environmental, site, and security requirements.
  • Maintain detailed understanding of the integrated schedule, critical path, milestones, construction sequencing, and commissioning interfaces; identify threats and drive mitigation, acceleration, and recovery plans.
  • Validate contractor progress against field installation and measurable completion criteria; coordinate monitoring of cost, productivity, forecast-at-completion, change exposure, and schedule impacts.
  • Support evaluation of contractor claims, variations, and extensions of time, and focus management attention on critical-path activities and constrained work fronts.
  • Ensure construction meets design documents, specifications, inspection and test plans, codes, and standards; drive installation quality, documentation, defect prevention, and resolution of nonconformances.
  • Ensure turnover packages, test records, inspection documentation, as-built drawings, and system completion records are complete and traceable.
  • Coordinate with commissioning, facilities, process engineering, equipment installation, and operations teams to support systemization, testing, qualification, commissioning, start-up, performance verification, and operational readiness.
  • Align construction priorities with fab ramp-up, tool-installation sequences, and readiness milestones, promoting right-first-time delivery.
  • Coordinate interfaces among engineering, procurement, contractors, suppliers, commissioning, and site operations; establish scope boundaries, responsibility demarcation, deliverables, and handover requirements.
  • Lead coordination meetings, build productive stakeholder relationships, and communicate or escalate issues requiring Owner decisions or executive intervention.
  • Perform all activities safely and responsibly and support Environmental, Health, Safety & Security requirements and programs.
