About The Position

Reporting to the Vice President Community Benefits and Community Relations (CBCR) for Beth Israel Lahey Health (BILH), the CBCR Director is responsible for development, oversight, management and implementation of the BILH CBCR strategy, inclusive of regulatory compliance. The CBCR Director is responsible for conceptualizing, developing and implementing the CBCR strategy, including designing and leading the implementation of projects to support BILH hospitals’ commitment to community benefits and to improving community health status. Supporting BILH’s mission, vision, and WE CARE values the CBCR Director exhibits excellence and competence, collaboration, innovation, respect, personalization, commitment to community, accountability and ownership. While responsible for directing all facets of CBCR functions and team efforts, the CBCR Director will focus on the Metro Boston Division encompassing Beth Israel Deaconess Medical Center (BIDMC), New England Baptist Hospital (NEBH) and Mount Auburn Hospital (MAH). The CBCR Director will assign all resources at BIDMC, NEBH and MAH in support of local needs and be directly responsible for day-to-day CBCR operations at BIDMC and NEBH, fostering relationships and serving as the primary point of contact, engaging with community and managing the hospitals’ Implementation Strategies, the Community Benefits Advisory Committees, event planning, volunteer recruitment, communication and Federal, State and municipal regulatory compliance. The CBCR Director must exhibit initiative, curiosity, independent, innovative thinking and maturity with good decision-making skills. The CBCR Director possess excellent organizational and communications skills; successfully meets project deadlines; provides outstanding customer service; and is a team player who maintains a positive attitude.

Requirements

Master’s in Public Health, Public Policy or Health Administration strongly preferred.
8-10 years of progressive experience in community health, public policy, health services deliver, public health, and strategic planning; a minimum of 5 years of management experience; 8-10 years of progressive experience in community health, health services delivery, public health programs, policy and planning.
Excellent writing skills
Ability to collaborate with diverse stakeholders
Significant attention to detail
Ability to be respond to changing circumstances and use new information to adjust approach and quickly respond to new needs
Ability to travel to community events and work evenings and weekends, as needed

Responsibilities

Develop and implement Community Benefits and Community Relations (CBCR) strategy that aligns local and system programming and priorities
Lead Beth Israel Lahey Health (BILH) internal and external efforts to develop, implement and monitor programs, investments and policies that address health status issues in underserved communities
Support, train, and oversee CBCR personnel in their work engaging and investing in the community, managing system relationships, and complying with state and federal regulations.
Liaise with system and hospital leadership, building and implementing strategic level capabilities.
Identify ways BILH’s hospitals and affiliated providers can improve access to care for historically underserved populations
Ensure compliance with all federal, state, and local Community Benefits regulatory requirements
Set strategic direction for and oversee Determination of Need Community-based Health Initiatives
Encourage BILH departments, staff and providers to integrate a Community Benefits focus into their programs and activities
Collaborate with internal and external stakeholders including coalitions, community-based organizations, public health entities, hospitals and providers to identify and address prioritized health needs for prioritized cohorts from and for the triennial Community Health Needs Assessment and Implementation Strategy.
Develop and secure funding for collaborative grant proposals with representatives from appropriate community-based organizations for programs that will improve the health status of historically underserved communities.
Advance relationships with internal and external stakeholders; represent BILH in discussions related to BILH health priorities with external organizations, including government and community-based organizations, workgroups and committees/coalitions.
Oversee Request for Proposal and contracting process for Community Benefits grants, as well as Request for Bids and contracting process for external vendors, as assigned.
Oversee CBCR hospital budgets, supervising the development, justification, monitoring and reconciliation of budget proposals and accounts.
Participate in decisions on overall CBCR strategy, direction and resource allocations to fulfill business needs.
Manage and implements special projects and processes to create uniformity, economies, and efficiencies.
Optimize CBCR resources, skills and utilization of each team member.
Direct BILH CBCR department staff resources, managing and coordinating day-to-day operations and activities to fulfill business needs across BILH hospitals.
Accountable, and as appropriate the primary point of contact, for all day-to-day work including CBAC engagement, Implementation Strategy (IS) management, event planning, volunteer recruitment, communications, and regulatory compliance.
