About The Position

The Associate Administrator – Communicable Disease and Epidemiology (CD-Epi) Director provides strategic leadership, direction, and oversight for the Chelan-Douglas Health District's Communicable Disease and Epidemiology Division. The Director is responsible for protecting and improving community health through communicable disease prevention and control, epidemiologic surveillance, outbreak response, assessment, and public health preparedness. As a member of the Health District's leadership team, the Director collaborates with the Health Administrator, Deputy Administrator, Health Officer, Board of Health, regional partners, and state agencies to advance the District's mission of preventing disease, promoting health, and protecting the health and safety of the community. The Director provides leadership for departmental operations, personnel, budgeting, grant management, quality improvement, and organizational planning while ensuring compliance with applicable laws, regulations, and funding requirements.

Requirements

Master’s degree in Epidemiology, Public Health, Nursing, Medicine, Health Administration, or another closely related field from an accredited college or university
Five (5) years of experience in epidemiology or communicable/infectious disease or a related field.
Three (3) years of supervisory or management experience.
Valid Washington State Driver’s License or ability to obtain one by date of hire.
Knowledge of communicable disease prevention, epidemiology, public health practice, and population health principles.
Ability to lead multidisciplinary teams and foster collaboration.
Ability to build partnerships and work effectively with diverse stakeholders.
Strong critical thinking, decision-making, and problem-solving skills.
Knowledge of Foundational Public Health Services and the Ten Essential Public Health Services.
Knowledge of applicable federal, state, and local public health laws and regulations.
Proficiency with public health information systems and standard business software.
Excellent written, verbal, and presentation communication skills.
Ability to develop and manage budgets, grants, and contracts.
Knowledge of public health information systems, software applications, data management practices, and coordination of system needs with administrative, fiscal, and information technology functions.

Nice To Haves

Doctoral degree (PhD, DrPH, or related field).
Local or state public health leadership experience.
Experience developing public health policy and strategic initiatives.
Experience managing federal and state grants.

Responsibilities

Provides leadership and direction for all Communicable Disease and Epidemiology programs and services.
Uses epidemiologic data to identify health trends, establish priorities, and support evidence-based decision making.
Leads the North Central Washington Epidemiology Consortium and promotes regional collaboration on surveillance, assessment, and outbreak response.
Collaborates with the Health Officer to evaluate disease activity and implement appropriate public health interventions.
Provides leadership during communicable disease outbreaks, public health emergencies, and other incident responses.
Develops and manages departmental budgets and oversees grants, contracts, and program resources to ensure fiscal responsibility and achievement of deliverables.
Ensures compliance with federal, state, and local regulations, grant requirements, and District policies.
Builds and maintains collaborative relationships with healthcare providers, local governments, educational institutions, community organizations, tribal partners, neighboring local health jurisdictions, and the Washington State Department of Health.
Oversees departmental policies, procedures, and operational systems.
Oversees grants, contracts, and program resources to ensure fiscal responsibility and achievement of deliverables.
Supports development and implementation of community health assessments and other population health analyses.
Serves as the District's representative on regional and statewide committees, coalitions, and workgroups.
Supports risk communication and public information during disease investigations and emergency response activities.
Recruits, supervises, develops, and evaluates assigned staff.
Oversees and serves as the program lead for division-specific information systems and software applications, including systems functionality, user access, data accuracy, workflow improvements, and coordination with information Technology and Fiscal staff to ensure systems support operational needs, regulatory requirements, and accurate reporting and financial processes.
