About The Position

This position oversees, plans, organizes, directs and evaluates the effectiveness and care delivery of all nursing functions at the Edward J. Healey Rehabilitation and Nursing Center. Employees in this class perform administrative and supervisory work in managing staff functions and evaluate the effectiveness of the care provided to residents and patients. This position maintains twenty-four (24) hour responsibility and accountability for resident and patient care and staff, and performs duties in accordance with established regulations, policies, nursing standards, and medical instructions.

Requirements

  • Bachelor's Degree in Nursing required.
  • At least five (5) years experience is required in a supervisory capacity.
  • Basic Life Support certification required.
  • State of Florida, Department of Health Registered Nurse required.

Nice To Haves

  • Masters Degree in Nursing preferred
  • Certification or evidence of continuing education in gerontological nursing, trauma, closed head injury, and nursing administration in long-term care preferred.

Responsibilities

  • Provides overall direction and management of the clinical departments, ensuring the provision of high quality care for residents.
  • Supports and demonstrates practices consistent with the mission, philosophy, standards, policies, and procedures of the District.
  • Plans, develops, organizes, implements, evaluates and directs the day-to-day clinical functions of the facility in accordance with current regulations and guidelines that govern a public nursing home.
  • Develops, maintains, updates and ensures compliance with the written policies and procedures that govern the day-to-day clinical functions of the facility.
  • Serves as the nursing administrative resource and leader for the facility; serves as a resource to staff in clinical and managerial decision making.
  • Periodically delegates clinical and managerial responsibilities to nursing staff.
  • Supervises and assesses staffing needs for the shift and ensures appropriate allocation of nursing personnel accordingly.
  • Assures nursing staff complies with facility policies and procedures and regulatory requirements.
  • Identifies and corrects problems through a review of nursing documentation and periodic QA audits.
  • Administers personnel management functions including approval of leave and time off requests, performance evaluations and recommendations for disciplinary actions, promotions and hiring.
  • Manages the complaint, grievance and risk management program at the Healey Center.
  • Manages the non-flight safety management program.
  • Develops and administers adequate controls and procedures for maintenance, protection, release and disclosure of residents medical information.
  • Coordinates the records management program for the Healey Center and ensures records are compliant with appropriate statutes.
  • Assists with managing documentation and investigation of incidents and accidents.
  • Participates in developing, implementing, and revising the facility's quality assurance program.
  • Collects data and compiles information as needed
  • Assists and participates in activities related to facility inspection or investigation by regulatory or accrediting agencies.
  • Conducts meetings to communicate information and changes or additions in policies and procedures.
  • Prepares written and oral reports regarding clinical operations, plans and needs of the areas under responsibility.
  • Serves and participates in committees affecting the overall operation of the facility.
  • Assists Human Resources in the development and implementation of nursing recruitment and retention programs.
  • Maintains and encourages effective working relationships with other departments within the District to achieve mutually compatible goals.
  • Reviews clinical records of potential residents (new admissions) when requested.
  • Assures staff is implementing care plans, delivering care appropriately, and recognizing changes in resident’s status.
  • Performs administrative duties such as completing medical forms, reports, evaluations, and charting as necessary.
  • Plans, negotiates, monitors and controls the budget for all clinical departments.
  • Assists staff in recognizing and addressing residents needs in a holistic manner.
  • Maintains and improves competencies by participating in and attending professional educational programs and meetings and reading current professional literature.
  • Adheres to professional nursing codes of ethics.
  • Emergency duty may be required of the incumbent that includes working in special needs or Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural
