About The Position

This role operates within a collaborative partnership between Providence Health Care (PHC) and Fraser Health Authority (FHA), with both organizations sharing clinical and operational leadership to deliver high-quality long-term care services at Chenchenstway and other PHC and FHA long-term care sites as required. This role reports jointly to the Executive Director, Clinical and Operations, Seniors Care, (PHC) and to the Executive Director, Burnaby Hospital & Health Services (FHA). The Director, Clinical Operations is a key clinical and operational leader to the interdisciplinary team who provide quality care to residents and their families as part of the management agreement entered into by PHC and FHA (“the partner organizations”). The Director has responsibility, in collaboration with the Clinical Managers from the partner organizations, for the effective and efficient delivery of services. This position functions as the Leader for both organizations and works with clinical, corporate and support leaders at the partner organizations to facilitate smooth function of operations and to ensure standard application of corporate policies and regulations appropriate to the site activity.

Requirements

  • Master’s degree in a relevant health care profession plus ten (10) years recent, related experience including five (5) years’ recent experience at the middle management level in a medium to large health care organization or an equivalent combination of education, training and experience.

Responsibilities

  • Works effectively with Senior Leadership at the partner organizations to plan and provide effective and efficient care that supports the achievement of operational and strategic objectives while aligning with the shared values of the partner organizations.
  • Leads collaboratively to provide clinical and operations leadership to an interdisciplinary team and ensures resident/family focused care is delivered within a coordinated and integrated care delivery model.
  • Maintains effective communications with Senior Leadership at the partner organizations to ensure a successful collaborative partnership that benefits residents and their families.
  • Oversees resource allocation to ensure care teams are appropriately staffed and supported through the development and approval of fiscal year operating, equipment and capital budgets.
  • Reviews and actions/monitors staffing levels to ensure they reflect the Long Term Care standards in number of hours per resident.
  • Prepares briefing notes or project proposals if additional resources are required to ensure an appropriate and consistent staffing model that supports resident care needs throughout the site.
  • Works with the management team to review budgets for support and contracted services at the site and establish contract performance criteria.
  • Negotiates action plans with support services and contract representatives and provides leadership to the management team in implementing required action plans.
  • Leads the development of strategies for the recruitment and retention of staff.
  • Creates an environment that embraces and facilitates interdisciplinary team learning, evaluation, and continuous improvement.
  • Establishes orientation programs for new staff and training and development initiatives for existing staff to ensure clinical best practices and adherence to organizational policies and procedures.
  • Determines performance expectations in collaboration with appropriate stakeholders, provides performance coaching and evaluation for all direct reports, including annual performance.
  • Works with Professional Practice and interdisciplinary staff leadership at the partner organizations to provide oversight of clinical practices at the site, ensuring consistency and alignment with established organizational clinical and/or corporate standards, guidelines and systems.
  • Collaborates with quality and risk management partners to minimize clinical complaints and respond promptly to issues.
  • Responsible for ensuring Emergency Preparedness Plans, and Infection Prevention & Control standards are met at the site.
  • Ensures issues are addressed by establishing effective communication and sharing of information strategies, implementing consistent policies, and promoting collaboration and commitment between the teams and throughout the site.
  • Leads change initiatives as agreed and directed by both partner organizations by participating in the planning and development of activities at the site; interfaces with internal and external stakeholders to ensure a continuum of communication is provided and site concerns are advanced.
  • Leads the management team in ensuring awareness and understanding of any changes that will impact staff, the site, and the partner organizations including how such changes will affect the delivery of services.
  • Works in collaboration with other leaders to gather information and assist in problem-solving and communication for the site.
  • Responsible for effective communication between teams and between the site and the partner organizations including areas providing operational support services such pharmacy, facilities maintenance, food services, housekeeping, etc.
  • As a member of the management team, participates in formulating employer demands for collective bargaining, developing essential services planning, strike contingency plans, representing the employer during grievance proceedings, participating in the managerial 24-hour on-call structure, and facilitating and initiating service delivery change proposals.
