About The Position

This position is responsible for working with the Vice President, Air Service Development to develop and implement short- and long-term strategies to maximize cargo operations in support of CVG Airport’s strategic plan. This position promotes and markets the CVG Airport to the aviation, freight forwarding and import/export community with emphasis placed on growth of domestic and international airfreight, distribution and logistics services.

Requirements

  • Bachelor’s degree in a Related Field
  • 10 years of related experience
  • 1 year of Supervisory Experience
  • Maintain Security Identification Display Area (SIDA) clearance.
  • Obtain and maintain position appropriate NIMS & emergency training.
  • Ability to travel Domestic and International at least eighty percent of the time.
  • Valid drivers license.
  • Intermodal transportation and cargo logistics as well as thorough understanding of air cargo, freight forwarding and logistics industries is required.
  • Current trends and challenges in passenger air service development;
  • Principles and practices of Airport Management;
  • FAA regulations including applicable advisory circulars;
  • Principles and practices of airport administration, including budgeting, purchasing , contracting and records maintenance;
  • Project management;
  • Budgeting and finance.
  • Demonstrated skill in leading and managing professional, technical and administrative personnel;
  • Clearly and effectively communicating, negotiating and advocating, both orally and in writing;
  • Demonstrated skill in public speaking and presentations;

Responsibilities

  • Directs, delegates and reviews assigned work. Provides coaching, counseling and staff development. Evaluates performance and applies organizational policies and procedures.
  • Overall responsibility for establishing the goals and objectives of the Air Cargo Development, consistent with the organization’s priorities, and ensuring applicable resources are available to accomplish the goals and objectives.
  • Acts as cargo operations liaison, including cargo carriers and support services; determines action plans to resolve issues and concerns.
  • Builds working relationships with airlines, trucking companies, railroads, shippers, FTZ Operators and freight forwarders in an effort to expand existing and create new business at CVG.
  • Partners and collaborates with community stakeholders and customers, including operational staff, business leaders, and aviation industry leaders to gather the necessary data and relevant information regarding air cargo operations.
  • Represents CVG at industry trade shows and local, regional, national air cargo association events and programs.
  • Leads air cargo business development initiatives by conducting market research and business analysis to identify growth opportunities, developing strategic plans for cargo facilities and infrastructure projects, and marketing airport cargo operations and support services to attract customers, increase revenue, and enhance cargo operations at CVG.
  • Identifies and pursues short-term and long-term cargo development opportunities to support the airport's strategic and financial objectives.
  • Analyzes and prepares status reports, develops forecast in conjunction with other departments and tracks overall airport cargo performance.
  • Develops and launches new routes with new and incumbent carriers.
  • Audits third party tenant service agreements.
  • Leads air cargo development and operational initiatives by coordinating cross-functional resources and stakeholders to support the timely and cost-effective delivery of cargo-related projects.
  • Manages departmental financial activities, including financial analysis, policy development, annual budget preparation, justification, administration, and performance monitoring, in partnership with Finance and other departments.
  • Manages and coordinates the development of cargo related marketing materials, collateral and promotions in conjunction with internal stakeholders.
  • Works in conjunction with government affairs to track and monitor federal, state and other agency regulators concerning laws and policies affecting cargo operations and services. Assesses the impact of potential changes to policies, procedures, and new services on existing carriers.
  • Monitor and interpret international governmental regulatory factors and air policies that influence air cargo and airport operation services.
  • Maintains awareness of and communicates high impact issues, critical needs and areas of special concern or urgent/vital interest with regard to the cargo operations.
  • Actively participates in the campus workforce efforts to ensure continued success of the cargo operations.
  • Provides leadership and works with staff and consultants to ensure a high-performance, service-oriented work environment that supports achieving the Airport’s and Department’s goals and objectives.
  • Monitor the use of relevant airfield assets and utilization of ramp areas. Report findings and make recommendations for policy and procedure changes as well as new service development opportunities to upper management
  • Works across department/divisions to facilitate various activities to ensure efficient coordination of projects including schedule, budget, and resources to ensure the ongoing development of the airport to meet the priorities set by leadership and the Kenton County Airport Board.
  • Provides leadership in the interpretation, development, and implementation of policies governing airport cargo and cargo support operations, ensuring compliance with federal obligations and regulatory requirements while addressing and resolving related operational and business matters.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Prepares RFP’s, bid specifications, and negotiates contracts.
  • Maintains membership in appropriate professional and/or industry related associations.
  • Performs other duties of a similar nature and level as assigned.
