About The Position

IntelliTech is a growing government contractor specializing in Data & Artificial Intelligence, the Advana and WDP ecosystems, and full-stack modern web development for Department of War (DoW) customers. We support mission-critical data and technology programs across the Army, Navy, the Chief Digital and Artificial Intelligence Office (CDAO), and other defense organizations. We are seeking a driven Director of Capture & Business Development to lead our pursuit of new opportunities within this market and help build the pipeline that will define our next phase of growth. The Director, Capture & Business Development is responsible for identifying, qualifying, and capturing new business across IntelliTech's target market — the Army, Navy, DoW CDAO, and related defense organizations — with a focus on Data & AI, Advana/WDP, and modern software development requirements. Reporting to the CEO, this role owns the full front end of the business development lifecycle, from opportunity identification and customer engagement through capture strategy and contract award. The ideal candidate is a self-motivated professional with a proven record of winning federal contracts, strong relationships across the defense contracting community, and the drive to thrive in an entrepreneurial, small-business environment.

Requirements

  • Bachelor's degree or equivalent professional experience.
  • 5–10 years of business development and/or capture management experience within the federal government contracting market, with a demonstrated record of winning contracts.
  • Working knowledge of the federal acquisition lifecycle and established capture methodologies (e.g., Shipley).
  • Established relationships within relevant federal agencies, prime contractors, and/or the small-business contracting community.
  • Strong ability to qualify opportunities and allocate resources effectively across competing pursuits.
  • Excellent written and verbal communication skills, with the ability to represent the company credibly before customers, partners, and leadership.
  • Self-directed work style with the resourcefulness and adaptability required to succeed in a small-business environment.
  • U.S. citizenship may be required; ability to obtain and maintain a security clearance may be required based on program needs.

Nice To Haves

  • Established relationships within the Army, Navy, DoW CDAO, or related defense organizations.
  • Familiarity with the Advana/WDP ecosystem or comparable DoD enterprise data platforms.
  • Experience with business development and capture tools such as GovWin, Salesforce, or Deltek.
  • An existing network of teaming partners and prime contractors.
  • Active security clearance.

Responsibilities

  • Identify, qualify, and prioritize new business opportunities across target customers — including the Army, Navy, and DoW CDAO — building and maintaining a robust, forecasted pipeline aligned to the company's growth objectives.
  • Lead capture efforts from opportunity identification through award, including competitive assessments, win strategy development, price-to-win analysis, gate reviews, and bid/no-bid recommendations.
  • Develop and maintain relationships with government customers, prime contractors, subcontractors, and teaming partners to position IntelliTech competitively ahead of solicitation release.
  • Conduct early customer engagement to gather market intelligence, shape requirements where appropriate, and align IntelliTech's capabilities to customer needs.
  • Structure and negotiate teaming agreements and partnerships that strengthen the company's competitive position.
  • Collaborate with proposal and technical teams to translate capture strategy into compliant, compelling, and winning proposals.
  • Pursue small-business set-asides, GWACs, IDIQs, BPAs, and other contract vehicles that support the company's growth strategy.
  • Track and report on pipeline health, capture progress, and win rates against established annual targets.
